Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

  1. Introduction: general information about the context in which the official will work / background on the project:

 

Libya’s prolonged political crisis and conflict have severely impacted the labour market, leading to decent work deficits and high unemployment rates, particularly among women and youth.. These conditions have resulted in widespread multidimensional poverty. Within this crisis, fostering inclusive entrepreneurship ecosystems emerges as a pathway to provide economic opportunities and empower marginalized groups, especially women, youth and internally displaced populations (IDPs).

 

In line with Recommendation 205, with the ILO Libya Country Context Study (2022) and with the objective of promoting peace and social cohesion through an inclusive and conflict sensitive approach to employment creation, the intervention will  ensure that ILO is better positioned among the UN agencies and IFIs contributing to the HDP nexus in the country in order to (i) ensure participation of constituents, through a strengthened social dialogue,  in UN led initiatives pertaining to the world of work, (ii) participate in fund raising for international responses through joint programs with the UN and IFIs, and (iii) explore ways to mobilise national resources to offer technical assistance to national authorities to support them in paving the way for a long term post crisis socio-economic recovery and development.

The initiative will apply the ILO’s Inclusive Entrepreneurship Ecosystems Development  (IEED) approach to inform the design of a tailor-made intervention strategy to develop selected entrepreneurship ecosystems holistically and inclusively, so that support services, access to markets, regulations and cultural values play together to create conducive conditions for entrepreneurs regularly communicate and exchange contacts with other businessmen/women across the country while getting involve in trades, to thrive, grow and create jobs which contribute to stabilise the country by providing concrete peace dividends in form of access to business and jobs. This will involve an in-depth conflict sensitive socio-economic assessment of one or more identified entrepreneurship ecosystems in Libya and a strategy to strengthen the capacity of business development support (BDS) providers and other institutions to support potential and existing entrepreneurs in the country. By doing so, the intervention seeks to create a more conducive ecosystem for sustainable and inclusive entrepreneurship and thereby contributing to poverty reduction, decent work, increased prosperity and overall peace and security in line with Recommendation 205 (and in particular section IV on “employment and income generation opportunities”).

The project aims to produce an action plan of interventions that are sustainable over time and endure beyond its lifespan. The sustainability of the proposed interventions will result from strategies rooted in and driven by local or regional actors, including the private sector, government agencies, and civil society organizations.  This will enable local actors to assume ownership of interventions and empower them to sustainably fulfil new or improved functions that effectively enhance the ecosystem and make it more inclusive for the target groups. The intervention design will also benefit from a separate peace and conflict analysis and a gender and conflict-sensitive assessment  on the Libyan labour market and the employment and skills ecosystem to inform an action plan to enhance the employability for young people and marginalized groups, reduce skills mismatches.

 

The initiative prioritizes conflict-sensitive assessments and implementation of targeted quick interventions focusing on immediate needs, while laying the groundwork for sustainable and inclusive entrepreneurship ecosystem development in Libya. These efforts will align with priorities expressed by the Libyan Ministry of Labour and other national stakeholders, as well as the ILO's global expertise in crisis settings.

The expected results are:

 

Output 1: Three assessments conducted and validated with stakeholders, identifying systemic constraints and opportunities, and an evidence-based intervention strategy tailored to the Libyan context designed

 

Output 2: Context-specific and conflict-sensitive short-term capacity-building interventions implemented to address immediate ecosystem deficits

 

Output 3: Potential and existing entrepreneurs in Tripoli Libya from marginalized groups benefited from improved access to BDS, enabling them to engage in income-generating activities.

 

Within the policy and procedural requirements established by the ILO and the project, the Project Manager (PM) will be responsible for the day-to-day management of the project. He/she will ensure that the objectives stated in the project document are attained within the stated time frame and budget and ensure compliance with the ILO and the Project/Program's financial and operating procedures. Through the backstopping of ILO specialists in different policy areas, the incumbent will promote ILO policies in the project related technical areas and other components of the ILO Decent Work Agenda. While she/he will ensure a smooth coordination with ILO constituents in Libya and key national and international partners she/he will also facilitate and provide technical advisory services towards the development and execution of future programs and resource mobilization

The Project Manager position is located in the ILO Country Office for Algeria, Libya, Mauritania, Morocco and Tunisia (CO-Algiers). The incumbent will work under direct supervision of the Director of CO-Algiers and will receive technical guidance and support from and will collaborate with the Decent Work Team (DWT) for North Africa (DWT/CO-Cairo), the Department of Sustainable Enterprises, Productivity and Just Transition (ENTERPRISES), the ILO Bureau for Employers' Activities (ACT/EMP) and the Action Programme to promote Decent Work in crises and post-crisis situations (AP/CRISIS) at HQ.

 

The Project Manager will oversee the work of an Administrative staff, and any other  service provider hired during the course of the project.

 

Specific Duties

  1. Main duties and responsibilities:

 

 

Position Decent Work in crisis settings and promote mobilization of resources:

 

  1. Through the project concrete outputs mentioned above, promote Decent Work across the Humanitarian Development Peace Nexus (HDPN) and support ILO Algiers to position the ILO in  the country through collaboration with ILo tripartite constituents, UN agencies and IFIs.
  2. Contribute to promote local resource mobilization with domestic partners, multi-lateral and bilateral donor community, including by proposing to both complement initiatives of humanitarian nature with longer term sustainable approaches and initiatives such as the promoting of peace through the UN Peace Building Fund(PBD), in any part of the country  in coordination with ILO Alger Office, and the DWT/CO-Cairo, PARTERNSHIPS and relevant technical departments in HQ.

Project management:

  1. Ensure effective implementation of the Project through: the provision of inputs, the delivery of outputs, and the planning, monitoring and evaluation of activities. Deliveries and outcomes must be in conformity with ILO policies and project strategies and in accordance with ILO programming guidelines and country/action programs, and the administrative and financial procedures in consultation with the responsible Field Office.

4 Responsible for the effective management of funds allocated to the project. This entails active collaboration and involvement of the relevant technical specialists and HQ staff members, including preparing content and agenda wise missions.

 

5. Manage the human resources of the project efficiently, including recruitment and performance management.  

 

Technical leadership and advice:

6. Provide technical advice and secretariat support to relevant governments, ministries and other key partners, in close collaboration with the Responsible Chief.

 

Advocacy, networking and partnership development:

7. Strengthen relationships to cooperate and coordinate with governments, ministries, employers' and workers' organizations, non-governmental organizations, target groups and donors, in the planning and implementation of project activities.

8. Liaise with other UN counterparts to promote ILO's values and contribute to integrate, as applicable, ILO’s intervention in the framework of UN action in the country.

 

9. Promote ILO policies in the related technical areas of the project, other fundamental principles and rights at work and the relevant International Labour Standards in collaboration with other technical/labour standards specialists. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

 

Knowledge management:

 

10. Write and disseminate information on project materials in close collaboration with other relevant technical specialists at HQ and ensure the project's visibility.

 

11. Ensure the development of information databases covering project activities; prepare periodic and ad hoc reports on the implementation status and coordinate with concerned ILO departments and programs.

12. Identify training needs and organize training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce the professional capabilities.

13. Undertake other duties as required.

Required qualifications

Education

Advanced university (Master’s or equivalent) degree in law, economics, social science or equivalent.

A first-level university degree (Bachelor’s or equivalent) in one of the aforementioned fields with an additional two years of relevant experience will be accepted in lieu of an advanced university degree

Experience

At least seven years of relevant professional experience, including at the international level. Direct management of UN intervention in fragile states and situations and proven knowledge of humanitarian UN machinery an asset. Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage.

Languages

Excellent knowledge of English and good knowledge of Arabic.

  • Sound knowledge of the roles of and interrelationships among, international organizations and national governments in the technical cooperation process and/or sound knowledge of socio-economic conditions in several countries
  •  Excellent knowledge of technical cooperation principles, concepts and techniques Knowledge of economic and social conditions of various countries.
