Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A short term contract will be given according to the number of months available in the project. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

General information on the Department and Pretoria Country Office.
The ILO Pretoria office was established with a mandate to oversee ILO activities and relations with its members in South Africa, Botswana, Lesotho and Eswatini. The ILO Decent Work Team (DWT) for Eastern and Southern Africa is also based in Pretoria.

The Employment in Investments is a Branch (EMPINVEST) of the Employment Policy Department of ILO. Its focus is on creating more and better jobs for inclusive and sustainable economic growth. EMPINVEST mainstreams employment and decent work into investments, trade and sectoral strategies from policies to the operational programmatic level. The Branch supports governments, social partners, development partners and international financial institutions to:
•    ensure that measures of quantity and quality of jobs are embedded in trade and investment policies and projects;
•    promote employment-intensive investments, particularly in infrastructure, supporting job creation and contributing to economic development, social inclusion and environmental sustainability;
•    support the transitions towards formal employment and to a greener economy through structural transformation in selected sectors which are crucial for economic stability and shared prosperity.

Employment-intensive investments link infrastructure development with employment creation, poverty reduction and local economic and social development. In using local labour and resources, they create much needed employment and income, reduce costs, save foreign currency, and support local industry while increasing the capacity of local institutions.

 

2.    Reporting lines
-    The Driver/Messenger will report to the Technical Officer responsible for the project implementation.

Description of Duties


1)    Ensure the provision of safe and reliable driving services. Drive the Technical Officer, senior level officials and other authorized personnel and visitors. Meet officials and visitors at the airport, train or other stations including assisting, where necessary, with protocol, visa and customs formalities.

2)    Deliver and collect mail and documents and other items.

3)    Ensure cost-savings through proper use of vehicle and accurate maintenance of daily vehicle logs, preparation of the vehicle maintenance plans and documentation.

4)    Ensure proper day-to-day maintenance of assigned vehicles through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tyres, brakes and water levels, car washing, etc in order to keep the vehicle clean and in good running condition at all times.

5)    Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit and other Minimum Operating Security Standards (MOSS) compliant equipment, and necessary spare parts in assigned vehicles.

6)    Inform the supervisor in a timely manner of (re)registrations and insurance procedures for all the office vehicles.

7)    Assist office staff in filing, photocopying and maintaining stores. Assist in the mailing, collection and distribution of documents and publications including to donors, ministries and banks. Perform data entry duties.

8)     Sort, deliver and pick up mail from various offices on the project premises at regular intervals. Pack material received for dispatch, affix labels and insert materials in envelopes. Ensure that outgoing mail is correctly addressed, approved by the concerned official and dispatched with urgent mail clearly identified.

9)    Keep electronic records of incoming and outgoing mail and other records or logs.

10)    Respond to queries relating to incoming or outgoing mail and to the status of the delivery of goods or office location directions.

11)    Support the assigned work unit by providing manual and routine clerical support as requested, including preparing, copying, collating, binding, filing, distributing documents, data entry and sending digital communications as instructed.


12)    Undertake other duties as required.

Required qualifications

Education

Completion of secondary school education. Valid and clean driving licence.

Experience

A minimum of two years of relevant work experience with a safe driving record and as a Messenger. Safe driving certificate will be an added advantage.

Languages

Working knowledge of English is a requirement. Knowledge of any local language will be considered an asset.

Competencies

-    Excellent knowledge of local driving rules and regulations.
-    Knowledge of local roads and conditions. 
-    Skills in minor vehicle repair.
-    Good knowledge of chauffeur protocol and courtesies.
-    Good knowledge of security issues. 
-    Knowledge of rules and procedures on vehicle management including maintenance of official vehicles and knowledge of mechanics and maintenance and repair of vehicles. 
-    Some knowledge of administrative rules and regulations
-    Some basic computer skills to record information in IT systems
-    Ability to present a professional image at all times.
-    Ability to deal calmly with unexpected circumstances or delays.
-    Discretion and respect for confidentiality.
-    Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

Assessed candidates who will be considered as appointable but not selected for this position can also be offered to be assigned on another temporary position at the same or at a lower grade provided that said candidates possesses the minimum qualifications for this position.
