Introduction

The position is located in the ILO Decent Work Technical Support Team ( DWT) and Country Office for the Caribbean (DWT/CO-Port­ of-Spain) and works alongside specialists of various technical disciplines, who provide technical support and guidance to ILO activities in the countries for which they have geographical competence. DWTs provide high quality, timely and integrated technical support to Country Offices in the design and implementation of Decent Work Country Programmes (DWCPs) in response to their requests within the framework of outcome-based workplans. This support includes technical and policy advice, information and analyses.

The position is responsible for providing advisory services on labour administration and social dialogue; technical analysis of developments, issues and problems in social dialogue, employment relations and labour administration in English and Dutch speaking countries of the Caribbean; advising on the preparation and up-dating of ILO strategies and programmes and related research and the design, implementation and evaluation of development cooperation projects in the areas of labour administration and social dialogue.

The position reports to the Director of DWT/CO-Port of Spain. Technical guidance and advice will be provided by the Head of the  Social Dialogue and Tripartism Unit (DIALOGUE)  in the Department of Governance and Tripartism (GOVERNANCE) as well as by the Labour Administration, Labour Inspection and Occupational Safety and Health Branch (LABADMIN/OSH) at headquarters. 
 

 

Specific Duties

1. Plan, define, identify and coordinate priorities and initiatives and formulate strategic work plans in the areas of social dialogue, labour administration and labour inspection, taking into consideration the needs and priorities of the tripartite constituents at the national and sub-regional levels and applicable ILO policies and tools. 
2. Provide high-level technical inputs and policy advisory services on matters pertaining  to social dialogue and labour administration,  including labour inspection.  Promote systems for tripartite cooperation, collective bargaining, labour dispute prevention and resolution, and labour law compliance, which help to reconcile the requirements of economic efficiency and social justice in conformity with relevant international labour standards.
3. Lead and undertake missions at country level and provide policy advice to constituents on social dialogue, tripartism, and labour administration, including undertaking comprehensive assessments of social dialogue frameworks, national labour administration systems, drafting and presenting reports with policy recommendations and supporting tripartite constituents in the implementation of the recommendations.
4. Plan, provide oversight and carry out comparative and evidence-based research on social dialogue, industrial relations and labour administration related issues pertinent for the sub-region including the broad theme of social dialogue and the future of work. Prepare and review reports on a wide range of social dialogue and labour administration questions, including employment security regulation and labour market functioning, labour relations, collective bargaining, labour law compliance and labour disputes settlement.
5. Mobilise extra-budgetary resources and negotiate, design and provide technical support in the implementation of development cooperation projects aimed at the promotion of social dialogue, tripartism, and labour administration.

6. Initiate, design, supervise and conduct appropriate analytical work on aspects of labour administration needs, especially for countries undergoing economic reforms and restructuring;  coordinate supervisory work on major reforms in industrial relations and labour administration.
7. Advise governments as well as employers' and workers' organizations on labour administration and labour relations, including at sectoral level, particularly in connection with relevant aspects of good governance, compliance, dispute resolution mechanisms, privatization, enterprise restructuring, labour regulation and gender issues.
8. Establish links and steer jointwork with regional/sub-regional institutions and UN system agencies, and represent the ILO in the relevant technical activities of these organizations and those of the United Nations Country Teams  (UNCTs)  in connection with the UN reform process.

9. Design and deliver training to tripartite constituents in different aspects of labour administration and social dialogue (e.g. strategic compliance, labour inspection, tripartite consultations and negotiations skills, dispute prevention and resolution). Give lectures and conduct seminars, webinars, workshops and round-table discussions for the tripartite constituents on topical issues relating to labour relations and labour administration for the tripartite constituents.
10. Perform other relevant duties as assigned.

Generic Duties
  1. Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).
  2. Design and promote a wide range of special subject-matter-related programmes, This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization. 
  3. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
  4. Assume full responsibility for policy formulation and providing policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  5. Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.
  6. Evaluate the efficiency and effectiveness of the project activities.
  7. Lead technical advisory missions.
  8. Conduct seminars, workshops and technical meetings.
  9. Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
  10. Write manuals and training guides on related topics.
  11. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
  12. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  13. Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director General’s report to ILC).
Required qualifications
Education

Advanced  university degree  in Industrial Relations,  Law, Social Sciences or other related field, and preferably with a specialization  in social dialogue, labour  law, labour relations and/or labour administration.

Experience

Ten to fifteen years' experience, of which at least seven years at the international level in industrial relations and labour administration. Proven experience in research work, policy analysis and training in the field of industrial relations and labour administration.

 

Languages

Excellent command of English. A working knowledge of  Spanish would be an advantage.

Demonstrated and recognized technical and /or managerial leadership in carrying out the objectives and policies of the related work unit, demonstrated technical expertise to devise new methods, concepts, approaches and techniques, leading to development of ILO standards and technical guidelines and ability to prepare ILO strategy reports in the related field for programme development, the ability to provide policy advice and the ability to manage large projects to coordinate activities among projects.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
