Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 8,450 Euro yearly.

Introduction

The position is located in Podgorica, Montenegro being part of the ILO Decent Work Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest). DWT/CO-Budapest provides technical support and guidance related to the ILO agenda in 18 countries of Central and Eastern Europe (for more see www.ilo.org/budapest).

ILO is implementing the MAP’16 project, a global project funded by the US Department of Labor (USDOL) that aims to increase the knowledge base, raise awareness, strengthen capacity, and conduct policy engagement in support of international efforts to achieve Sustainable Development Goal Target (SDG) 8.7. Project implementation will be framed within a combined strategy involving improved research methods and tools, empirical research, data-driven awareness raising, and policy engagement. It will be directed towards achieving four inter-related strategic outcomes:
• Outcome 1 – Improved knowledge base on child labor forced labor and human trafficking
• Outcome 2 – Improved application of knowledge in support of efforts to eliminate child labor and forced labor
• Outcome 3 – Strengthened policies and improved capacity of governments, national authorities, workers’ and employers’ organizations, and other relevant entities to combat child labor, forced labor, and human trafficking through national, regional, and global initiatives.
• Outcome 4 – Strengthened partnerships to accelerate progress in combatting child labor, forced labor and human trafficking.


The Project falls under the technical responsibility of the Fundamental Principles and Rights at Work (FUNDAMENTALS) Branch of ILO and is administratively managed from DWT/CO Budapest.

The duration of the project is 12 months.

 

Reporting lines:

The Project Assistant will work under the overall guidance of the ILO National Coordinator for Serbia and direct supervision of the Program Officer of DWT/CO-Budapest. The person will work under the technical guidance of the Project Manager of the MAP’16 project within the Fundamental Principles and Rights at Work (FPRW) and will closely coordinate all activities with the ILO National Project Officer in Montenegro.

Description of Duties
  1. Provide general secretarial, administrative support to the activities of the MAP’16 project;
  2. Provide organizational support to the Technical Officer in project-related activities, such as meetings, trainings, conferences, and other events  organized under the project. Assist in the preparation of budgets of activities;
  3. Assist in arranging agendas for in-coming and out-going official missions, make appointments with project stakeholders, including logistical arrangements, clearances and secretarial assistance;
  4. Make arrangements for the procurement, shipment and receipt of office and Project supplies and equipment and household effects, including customs clearance.
  5. Assist in the preparation of cost estimates by collecting necessary data and preparing respective forms.
  6. Arrange for the issuance of air tickets by preparing travel itinerary with travel agent. Confirm flights and arrange fellows’ accommodation at the host countries.
  7. Type a wide variety of correspondence, reports, tables and documents using word processing equipment, proofread and ensure that grammar, spelling and punctuation are correct. Make photocopies as required.
  8. Maintain and update project related databases, records and files.
  9. Perform other duties as assigned by the supervisor.
Required qualifications
Education

Completion of secondary school education.

Languages

Excellent knowledge of written and spoken English and Montenegrin.

Experience

Three years of related clerical and/or office experience, including record keeping and processing information. Prior engagements in similar positions with UN and ILO projects would be given special consideration.

Competencies
  • Knowledge of general programme procedures and practices. Proven ability to use MS Office (word and excel) and email. Proven typing abilities.
  • Knowledge of office administrative procedures and of clerical practices and use of filing systems.
  • Ability to reply in an appropriate manner to work related inquiries.
  • Ability to work in a team and under pressure.
  • Ability to plan and organize own work.
  • Ability to evaluate correspondence and inquiries for best course of action.
  • Ability to clarify information.
  • Ability to deal with people with tact and diplomacy.
  • Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
