Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.


*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is US$45,101.-yearly.


The International Labour Organization (ILO) Is implementing the two-year R2DJ4AIl project in the Northern Province of Balkh in Afghanistan funded by the United States Department of State (USDoS). This is a highly volatile, complex and fragile economy. The project runs from 2020-2022.

The project will be built around existing return and reintegration initiatives in Balkh. !t will leverage the networks, trust, knowledge and successes developed during Road to Jobs to bring positive impact to the livelihoods and employment situation for the project's main target group: registered returnees in Balkh province. A Road to Decent Jobs for All Afghans (R2J4All) will use the market systems development (MSD) approach, which has been successfully trialled in the Afghan context by the ILO, since June 2015.

Within the policy and procedural requirements established by the ILO, the incumbent will be responsible for coordinating, advising and providing technical and operational support for the project's activities to build to local economic development (LED) capacity among the local stakeholders. The incumbent will collaborate in the work of international experts and international and national consultants hired during the course of the project.

The LED Coordinator will execute the Road to Decent Jobs For All Afghans (R2DJ4AII) project. The position Is based in Mazar-e-Sharif and under the responsibility of the ILO Office for Afghanistan in Kabul (ILO-Kabul), which will be backstopped technically by the Small and Medium Enterprises unit in the Enterprises Department (ENT/SME).

The incumbent will report to the Project Manager and will receive overall managerial/technical guidance and support from ILO Office for Afghanistan (ILO-Kabul) headed by Senior Coordinator of the Office in close coordination with other relevant technical specialists at the HQ (among others of the Enterprises Department and its small enterprise programme - SME/ENT - as well as The Lab project on market systems development and in the region as well as selected international senior advisors appointed by ILO/Project Manager

Description of Duties


• Support the Project manager in the deve!opment, implementation and monitoring of a project's work plan for the assigned provinces as the main liaison function of the project with the local stakeholders,

• Lead operations and provide relevant technica! knowledge to a!l participating stakeholders to conduct a rapid market appraisal (RMA) to assess the impact of COViD-1 9 on MSMEs in Balkh Province,

• Organize and facilitate seminars and workshops with local stakeholders in support of the RMA assessment and subsequent Market System Analysis (MSA),

• Assist in review and analysis of the initial RMA findings, provide further inputs and document initial results.

• Support the Project Manager and MSA Consultant in the elaboration of a work plan to conduct the MSA,

• Lead and coordinate the implementation of RMA and MSA related activities which includes leading a team of local consultants to conduct fieid research for MSA; organise workshops with locai stakeholders; anaiyse findings and prepare draft MSA reports with a set of proposed interventions.

• Contribute to creating knowledge on the use of LED toois for job creation in post-conflict environments enhanced; prepare, develop and contribute to the printing of LED materials.

• Forge partnerships and collaboration with local private sector and other piayers to enable innovations and job creation for returnees and host communities.

• Coordinate and deliver training and capacity building services to participating partners in strategic planning for economic development, entrepreneurship, financiai literacy and Get Ahead.

• Perform other relevant assignments as requested by Project Manager of the project.

Required qualifications


First level university degree in Industrial Relations, Management, Economics or related technicai field.


At least two to three years of experience in relevant areas to local economic or sectorial deveiopment ideally in market systems, value chains or business development services for private businesses. Experience in the development and implementation of technical cooperation projects and in undertaking research and analysis, preferably in the related technical field.


Technical requirements: Good knowledge of labour economics as well as economic developments, poverty reduction, and social policies. Knowledge of the policy making process.


Excellent command of English and Dari and/or Pashto.


  • Good knowledge about social, economic development, including labor and employment, trends in  the country
  • Ability to maintain good working relationships with all project stakeholders.
  • Ability to establish and maintain systems within project operations.
  • Demonstrated ability to manage technical co-operation projects of international organizations.
  • Ability to understand and effectively work with Government, workers and employers organizations, non-government organizations and UN agencies.
  • Ability to conduct action oriented research and write analytical technical report in English.
  • Understanding of the mission and work of the ILO and the UN system.
  •  Knowledge of tools related to these technical fields a plus. Knowledge and exposure to the participatory assessment and planning methodologies including workshop faciiitation skills as weli as stakeholder/partnership engagement and relationship management a pius.
  • Ability to conduct policy discussion and high-level political processes.
  • Good communication skills, both written and verbal, to successfully advocate for and mobilize action to promote freedom of association and right to collective bargaining principles.
  • Clear commitment to mainstream gender into project activities.
  • Ability to lead and work in a team and good interpersonal relations.
  • Ability to train and guide personnel.
  • Ability to work under time pressure and meet deadlines.
  • Ability to work in diversified environments.
  • Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office
  • Ability to work independently with a minimum of supervision.
