Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.


*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is MK 16,336,000  (Malawian Kwacha currency) yearly.


The ILO is implementing the ‘Accelerating action for the elimination of child labour in supply chains in Africa’ (ACCEL Africa) project [RAF/18/08/NLD] in Malawi. The overarching goal of the project is to accelerate the elimination of child labour in Africa, through targeted actions in selected supply chains in Cote d’Ivoire, Egypt, Malawi, Mali, Nigeria and Uganda. The Malawi component of the project has two overall intended outcomes: (1) Policy, legal and institutional frameworks are improved and enforced to address child labour in global supply chains; and (2) Innovative and evidence-based solutions that address the root causes of child labour in supply chains are institutionalized.


The post of National Project Officer (NPO) for Malawi with the ACCEL Africa project is based at the ILO Malawi Project Office, in Lilongwe, Malawi, under the ILO Country Office for Zambia, Malawi and Mozambique (CO-Lusaka).

Reporting lines


Under the overall responsibility of the Director of the ILO Country Office for Zambia, Malawi and Mozambique, the National Project Officer will work under the direct supervision of the Senior Project Officer of the ACCEL Africa project.

Description of Duties

1.    Support effective implementation of the project through efficient and timely execution of technical tasks in accordance with the policies and procedures of the ILO, the strategies of the project and the schedule of activities, ensuring that gender is mainstreamed in project implementation to achieve the desired results.

2.    Initiate, sustain and guide cooperation with key project partners to ensure the performance and results of the project.

3.    Provide accurate, timely and complete information on the status of project activities to the Senior Project Officer and, as appropriate, to other ILO staff.

4.    Review, verify and analyse workplans, progress reports and other data and documents for clarity, consistency and completeness, and monitor the progress of project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.

5.    Participate and support the organization of training programmes, seminars, workshops and meetings, and represent the project as delegated, including by delivering training.

6.    Organize and conduct technical field missions, guide and advise national and international staff and consultants, and ensure the proper and effective use of project resources.

7.    Assist in coordination, monitoring, and reporting of project activities carried out by consultants, service providers, and implementing partners.

8.    Support the dissemination of project information by drafting materials, publications and press releases and by ensuring effective communication with project stakeholders. Ensure project visibility and effective representation of the project with respect to project partners, ILO constituents (i.e. workers’ organizations, employers’ organizations, and the government), UN agencies, and other key stakeholders.

9.    Seek opportunities to establish and maintain partnerships and working relations with the ILO’s tripartite constituents (i.e. workers’ organizations, employers’ organizations, and government) and other relevant stakeholders.

10.    Prepare budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities and by making recommendations for remedial action.

11.    Perform any other duties as assigned by the Senior Project Officer or the CO-Lusaka Director.

Required qualifications


First level university degree in law, economices, social sciences, development studies or a relevant field.


At least two year of professional experience at the national level in the implementation of child labour interventions, or interventions to address closely related issues is required. Experience in the administration of partnership agreements is desirable. Experience working with cooperatives, trusts, associations, government authorities and/or trade unions, especially in the context of child labour, working conditions and/or rural livelihoods, is desirable.


Excellent command of English and knowledge of another language of the duty station.



Technical competencies


•    Sound knowledge of programme and budget, project formulation and management, administration and monitoring and evaluation methodologies.
•    Proven ability to establish and maintain effective relationships and negotiate effectively with government officials, representatives of civil society, representatives of workers’ and employers’ organizations, and academia.
•    Excellent time management abilities, team work, and organizational skills.
•    Good analytical skills and ability to justify requirements and approaches to problem resolution
•    Demonstrated ability to effectively incorporate gender in the implementation of projects.
•    Ability to work under pressure and meet deadlines.
•    Ability to communicate effectively both orally and in writing, including proven ability to create high-quality written documents.
•    Good knowledge of Microsoft Office software (Word, Excel, and PowerPoint), web-browsers and database applications
•    Demonstrate collaborative and team work experience and work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative
•    Familiarity with monitoring and evaluation (M&E) would be an asset.
•    Working knowledge of the ILO and/or UN procedures and systems would be an asset.
•    Ability to work in a multicultural environment and to demonstrate gender –sensitive and non-discriminatory behaviour and attitudes.
•    Ability to deal with people with tact and diplomacy#



Candidates assessed by the Panel and considered to be eligible for appointment but who are not selected for this vacany post may be offered an assignment to another position at the same or lower grade provided that they meet the minimum qualifications required.
