Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 29,688 (USD) yearly.

Introduction

The ILO Country Office for Ukraine is actively rolling out the ILO Transitional Cooperation Strategy for Ukraine for 2024–2025 focusing on three pillars:

1. Investing in People,

2. Creating quality employment and sustainable enterprises and

3. Improving labour market governance and social dialogue.

The Country Office for Ukraine implements multiple projects in support of the Transitional Development Cooperation Strategy. The Communications Officer will support the communication and visibility efforts of the Office.

 

Reporting lines:  

The National Communications Officer will report to and work under supervision of the Director of the ILO Country Office for Ukraine.

Description of Duties

Main duties and responsibilities

1. In coordination with DCOMM, design and implement all outreach activities including preparation of visibility products and developing and implementing a communication plan for Development Cooperation Projects in the Office.

2. Coordinate the awareness raising activities in close collaboration with the relevant team members and consultants.

3. Maintain a beneficiary/constituent/partner/donor/ participant list and regularly update the relevant partners and donors on the activities of the Country Office.

4. In coordination with the project teams ensure regular collection and archiving of beneficiaries` success stories and photo/video materials.

5. Establish and update the electronic publications and social media channels (e-newsletter, project social media accounts where relevant, etc.).

6. Review and edit publication materials including booklets/leaflets, briefing notes, reports and activity reports.

7. Draft news releases, articles, beneficiaries’ stories, social media posts, talking points, correspondence or other information/publications, prepare concepts and scripts for promotional videos, visibility materials and coordinate the work of designers and technical production teams; assist with the distribution of information materials.

Required qualifications


 

Education

First level university degree in communication, journalism, international relations, political science, social science or any other related field.

Experience

At least two years of professional experience in policy advocacy, communication, organization and implementation of awareness raising campaigns, writing news stories and creating content for social media.

Specific professional experience

  • Experience in production of information materials (online/social media, print, audio-visual, etc.).
  • Experience in creating visibility and communication through social media.
  • Experience in working with vulnerable groups will be an asset.

Languages

Excellent command of English and Ukrainian (oral and written)

Competencies

• Good writing skills.

• Good interpersonal and communication skills.

• Ability to use social media tools and manage social media accounts.

• Ability to adapt messages to culturally diverse audiences.

• Good knowledge of the challenges the vulnerable groups are facing in Ukraine.

• Knowledge of the ILO’s mandate and its programme of activities as well as social partners and actors in the sector.

• Good analytical skills.

• Good knowledge of computer applications for information collection, information management and dissemination.

• Ability to work on own initiative as well as a member of a team.
