Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 29,688 (USD) yearly.

Introduction

The ILO Country Office for Ukraine is actively rolling out the ILO Transitional Cooperation Strategy for Ukraine for 2024–2025 focusing on three pillars: Investing in People, Creating quality employment and sustainable enterprises and Improving labour market governance and social dialogue. The strategy is implemented through multiple projects as well as ILOs own funding.

Based in Kyiv, in the newly established ILO Country Office for Ukraine, Monitoring and Evaluation Officer will ensure support to the National Project Manager in delivery of project outcomes.

Reporting lines:  

The Monitoring and Evaluation Officer will report to and work under the overall supervision of the Director of the ILO Country Office for Ukraine and will undertake the below mentioned duties.

Description of Duties

Main duties and responsibilities

1. Monitor the implementation of project activities based on a results-based management approach of the ILO. Draft and maintain a performance monitoring framework which details data collection processes, available data sources and information gaps ensuring the successful measurement of indicators to gain knowledge on the achievement of outputs, outcomes and impact. 

2. Provide technical support to ensure that monitoring system are in place and that key annual programme indicators are tracked and analysed and provided regularly to the Office Director to guide programme and management decisions. Standardise data collection and analysis, including from field visits, to contribute to the Office’s overall performance monitoring. 

3. Compile and analyse monitoring and evaluation data and prepare regular reports on progress for the project management and Office Director. Contribute to the preparation of the mandatory project progress reports, drafting of project proposals and work plans, documentation of good practices, support any ad hoc reporting requests. Provide inputs for analyses related to the implementation and evaluation of Decent Work Country Programme (DWCP), including assessment of performance, relevance, efficiency, effectiveness, and sustainability, and partnerships.

4. Support the Country Office in collecting inputs for the biennial programme report, result matrix, and monitoring and implementation plan of the DWCP, including financial information on activities and corresponding budgets.

 

Required qualifications


 

Education

First level university degree in economics, statistics, social or mathematical sciences or any other related field.

Experience

At least two years of professional experience in the monitoring and/or evaluation of development projects and programmes, preferably in the areas of social policy and employment within the UN system. Experience in implementation of result-based management will be an asset. Experience in monitoring and/or evaluation of UN and EU-funded projects will be an asset.

Languages

Excellent command of Ukrainian and English, both oral and written

Competencies

- Good knowledge of UN system M&E standards and methodologies and results-based management (RBM) principles and concepts, budget, project administration and evaluation concepts and procedures.

- Good knowledge of the programming cycle including the Office’s or UN financial rules and regulations.

- Knowledge of methods for the monitoring and evaluation of socio-economic development programmes and projects with specialization in the application of qualitative and quantitative methods.

- Proven ability to provide technical support to ILO project and programme staff in areas related to monitoring and evaluation.

- Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.

-  Ability to interpret project information and to identify and analyse problems with implementation
