Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The ILO seeks to recruit the services of a National Project Officer in South Sudan for the implementation of the ILO “Better regional migration management” (BRMM) Project financed by the UK Government Foreign Commonwealth and Development Office (FCDO) and “Free Movement of Persons & Transhumance” (FMPT Phase II) project financed by EU.

The overall objective of the BRMM project is to strengthen the capacity of countries in East Africa and Horn of Africa to govern labour migration by using evidence-based policies, enhance migrant workers’ qualifications and skills, and actively engage the social partners. The BRMM Project Phase II will build on the work carried out by BRMM Project Phase I and cover 3 inter-related components of intervention, namely:

  1. Labour migration policies and programmes that support productive migration in East Africa and Horn of Africa are evidence-based and gender sensitive;
  2. Labour migration governance is more equitable and effective recognizing skills and facilitating social inclusion and decent work;
  3. Labour migration governance is strengthened through being more inclusive of social partners.

The overall objective of the Free Movement of Persons & Transhumance (FMPT Phase II) is for IGAD Secretariat, IGAD Member States and Social Partners to put in place and implement appropriate legislations, policies, systems, practices to advance decent employment opportunities for citizens particularly youth, women and migrant workers and facilitate regular labour migration in and from the IGAD region. With the ambit of this overall objective, the program will have four specific objectives namely:

  1. Youth, Women, migrants and other vulnerable groups in the IGAD Region have access to decent employment opportunities
  2. Potential Migrants and Migrant workers in and from the IGAD Region have improved opportunities for regular labour migration 
  3. Effective and inclusive national and regional social dialogue systems and practices are institutionalized and strengthened in the IGAD region
  4. Migrant workers and workers in the rural and informal economy have improved coverage by social security systems.

The Projects will draw on existing or recently completed ILO interventions in East and Horn of Africa and beyond and seek synergies and complementarities in interventions, avoiding overlapping and duplication, with other similar projects in the region, such as FAIRWAY and Joint Labour Migration Programme etc. thus improving the sustainability of the proposed activities. The project will be implemented in Ethiopia, Djibouti, South Sudan, Somalia, Kenya, Uganda, Tanzania.

The incumbent will be based in Juba, South Sudan and will be responsible for the implementation and coordination of the projects in South Sudan. The National project officer will closely work with the Chief Technical Adviser (CTA) of both projects and lead the day-to-day implementation of project activities in South Sudan.

Reporting lines

The incumbent will work under the direct supervision of the projects CTA’s and technical guidance of technical experts. He/she will be responsible for the following activities at national level: 

Description of Duties

  • Lead the project timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan.
  • Contribute proposals for programme/project development and serve as national programme advisor to the Directorate and draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives and project reviews and evaluation. Monitor progress of ILO programmes, projects and activities, by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
  • Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
  • Provide or ensure access to legal and policy advice to the government and the social partners on issues related to the effective implementation of the fundamental principles and rights at work, with a particular emphasis on freedom of association and collective bargaining.
  • Organize training programmes and awareness raising activities to improve understanding on fundamental principles and rights at work.

  • Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions on fundamental rights at work.
  • Maintain close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the project.
  • Establish and develop knowledge management system covering technical activities under the project, including other economic and social issues of relevance to the project.
  • Represent the project in various fora, under the guidance of the ILO Director.
  • Develop and maintain strong links with ILO specialists within the ILO Decent Work Team in Cairo, and other colleagues in the field and HQ, on specific technical areas requiring comprehensive and collaborative interventions.

  • Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
  • Responsible for the effective administrative management of the project, including guidance and supervision of the personnel assigned to the project.
  • Ensure high-level communications to increase project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects. Under direct guidance of CO-specific countries maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.
  • Other related duties as assigned.

Required qualifications

Education

First level university degree in in development studies, economics, or related field, and strong knowledge on development issues particularly in South Sudan.

Experience

  • At least three years of experience in labour migration and mobility governance, labour migration dynamics in the region and labour migration statistics.
  • Experience working with officials of ministries of labour, foreign affairs, social partners and migration institutions and associations. 
  • Experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).
  • Solid field experience in designing and implementing project activities preferably in the fields of labour migration and statistics.
  • Experience in providing first-line technical advice in the area of labour migration and mobility governance and related subjects.
  • Experience in guiding and coordinating the work of external collaborators, service providers and implementing partners.
  • Experience in preparing and guiding the development of reports and publications of a high quality which lead to an action plan and programme development.
  • Experience managing or implementing ILO DC projects would be an advantage.
  • Previous experience with the UN agencies and NGOs is an added advantage.

Technical requirements

Good knowledge of labour economics, as well as economic developments, poverty reduction, and social policies. Knowledge of the policy making process.

Languages

Excellent knowledge of English.
