Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.


*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 15,319 (USD) yearly.




Sustaining Competitive and Responsible Enterprises (SCORE) is an ILO global programme that improves productivity and working conditions in small and medium enterprises (SMEs). The key intervention of the global programme is support for the implementation of SCORE Training, which combines practical classroom training with in-factory consulting.


SCORE Training demonstrates best international practice in the manufacturing and service sectors and helps SMEs to participate in global supply chains. It focuses on developing cooperative working relations to produce shared benefits for workers and employers. The five SCORE Training modules cover Workplace Cooperation, Quality Management, Clean Production, Human Resource Management, and Occupational Safety and Health.


The programme in Vietnam started in 2011 with funding until 2021. SCORE Vietnam provided training and consultancy to over 170 enterprises representing more than 60,000 employees. In phase III SCORE Vietnam focuses on widen its outreach to the larger business community with the promotion of good management practices and success stories. The programme will also promote SCORE Training approach and its impact to more policy makers and local partners to create a stronger policy influence which expected to result in the embedding of SCORE Training key aspects into the SMEs support program of local government and partners.


SCORE Vietnam is managed by the National Programme Coordinator based in HCMC. The team is backstopped by the Regional Manager based in ILO Hanoi and supported by an Admin Finance Assistant also­ based in ILO Hanoi.


The Communication Assistant will report to the National Programme Coordinator of SCORE Vietnam and will work in close collaboration with communication unit of the country office, the Communication Officer of SCORE HQ, and the local partners of SCORE programme.



Description of Duties


Communication duties:

  1. Attend programme activities of the ILO and partners (including missions outside HCMC) to collect input for content development and provide support to programme staff to deliver programme outputs;
  2. Draft, review and update communication documents and materials such as articles, newsletters, information kits, case study and promotional materials in Vietnamese and English;
  3. Support colleagues to prepare presentations, descriptive papers and other documentation on specialised topics under the project;
  4. Support in media content development and production;
  5. Update information on ILO SCORE web-based platforms including websites, YouTube and social media accounts;
  6. Contribute to the drafting of TOR, request for communication service providers and contractors and liaise with them to ensure the effective performance of the project outsourcing works; 
  7. Update and maintain the documentation of SCORE promotional materials;
  8. Take responsibility for communications-related administrative and finance tasks;


Administrative and financial duties:

  1. Provide logistic support for project events;
  2. Contribute to the preparation of project reports, project documents and submissions to project stakeholders;
  3. Assist with information gathering to support the preparation of project reports for donors in accordance with ILO rules and donor requirements;
  4. Develop terms of reference for project external collaboration contracts, implementation agreement, service contracts, etc. under the guidance of National Programme and Communication Officers;
  5. Provide support for incoming and outgoing missions, and provide briefing materials and support to specialists and related staff undertake programme activities;
  6. Review project documentation for clarity and consistency as required;
  7. Undertake translation and interpretation for programme staff from time-to-time in workshops, meetings or mission;
  8. Perform other tasks as requested by the National Programme Officer;


Required qualifications



Completion of secondary school education, supplemented by technical level courses in a field related to communication and programme support.



Five years work experience in communication (of which at least one year in copywriting related work and in project activities). Previous experience of copywriter and training product in a development context would be an advantage.



Excellent command of oral and written English and Vietnamese languages. 



Ability identify appropriate information sources and networks. Ability to conduct straight- forward research work. Ability to interpret information. Excellent organisational skills. Attention to detail. Ability to communicate effectively both orally and in writing. Good computer skills including use of standard office applications as well as photo editing software, page layout software and other software packages required for producing information materials (such as Adobe illustrator InDesign, Photoshop; and any video editing programme would be an asset bonus) and updating the website. Demonstrated ability to apply finance and accounting methods. Ability to work on own initiative as well as a member of a team. Excellent time management skills.
