The position is located in the Social Security Development Branch (SSD) of the International Social Security Association (ISSA). The ISSA is the world's leading international organization for social security institutions and related government departments. Founded in 1927 under the auspices of the International Labour Organization, the ISSA counts over 320 member organizations from over 150 countries. 


Under the direction of the Director of the SSD branch, which is the unit responsible for all technical activities and the related knowledge base necessary to reach ISSA’s objectives, the incumbent is responsible for the management, analysis and extension of the ISSA social security databases. Using these information resources, the incumbent develops information-based products and services that expand the range of ISSA knowledge products and services for ISSA members and serve the needs of the ISSA Secretariat; manages and coordinates related database activities with external organizations; and produces analytical reports related to the triennial priorities of the ISSA.  


The ISSA social security databases include the country profiles across the world (SSPTW) and complementary private pension systems (CPP); international agreements and administrative data; good practices; social security monitors; and external resources, reports and references related to the ISSA Guidelines. 


The projects and activities of the incumbent involve the production of the country profiles and databases; the management of the ISSA Good Practice Award competitions; the preparation of articles that synthesizes database information, good practices, reform measures and external developments relevant to social security (e.g., the COVID-19 pandemic, the digital economy, climate change, etc); and contribute to regional and global reports with facts on and trends in key social security areas. 



The incumbent’s knowledge of external information sources, such as the databases of international organizations such as the International Labour Office (ILO), the Organization for Economic Co-operation and Development (OECD), and the World Bank, among others, is important to support the regional and global facts and trends reports of the ISSA.     


The position involves the deployment of supporting tools, dashboards and templates to facilitate the collection, analysis and synthesis of social security data from the global membership of the ISSA. The position also requires the incumbent to promote the development of easy-to-use platforms through which ISSA members may access and use all the available information in the ISSA social security databases. 


The incumbent supports the efforts of the SSD to develop, maintain and strengthen relationships with the ILO, the OECD, the World Bank and other relevant international organisations related to social security databases.   


The incumbent reports directly to the Director of the SSD branch.  

Description of Duties

  1. Manage, update and continuously improve ISSA social security databases, notably the country profiles and complementary social security programmes across the world; international agreements and administrative data; good practices; social security monitors; and external references, reports and bibliography related to the ISSA Guidelines. This includes developing and innovating relevant tools, dashboards and templates; 
  2. Develop and innovate information-based products and services to facilitate access and analysis, and promote the use of ISSA social security databases among ISSA members and the ISSA Secretariat; 
  3. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  4. Provide technical inputs and contribute to regional and global reports with facts and trends on the triennial priority topics of the ISSA;   
  5. Manage and coordinate the ISSA Good Practice Award competitions for each triennium; 
  6. Design appropriate research methodologies and coordinate the production of regular analytical articles based on the monitoring of social security reforms; ISSA Forums, good practices, webinars and other events; external developments and innovations across the world relevant to social security;  
  7. Contribute to and support the ISSA partnership strategy through the development of relations with international organizations related to the social security, notably the ILO and the OECD. 
  8. Upon the request of the SSD Director, carry out specific tasks related to the knowledge products and services, including technical advice and support, the organization of workshops and other training and capacity-building activities.
  9. Contribute to the ISSA member engagement and recruitment strategies by building and maintaining dynamic communities of country correspondent within the ISSA and with the support of experts and related international organizations.
  10. Perform other duties as required by the SSD Director. 

Required qualifications


Advanced university degree in economics or related fields. 


At least eight years of relevant experience in social security at the national level, or five years at the international level. 


Excellent command of English and good working knowledge of a second official language of the ISSA (French, German, or Spanish).  



  • Excellent knowledge of social security systems and data management and relevant tools as well as superior skills in the design of surveys, questionnaires and templates. Excellent knowledge of social security systems, its various branches, and relevant legislations.  
  • Very good knowledge of the broad range of technical areas covered by the ISSA in general and by the SSD in particular. 
  • Capacity to design, manage and implement ISSA projects in a wide variety of context and perspectives.  
  • Ability to synthesize reports and main outcomes of ISSA activities;
  • Problem solving skills and initiative. 
  • Ability to provide expert advice based on research that uses the knowledge base of the ISSA as well as relevant external studies and materials;  
  • Excellent writing, communication and presentation skills. 
  • Demonstrated ability to manage projects effectively, monitor the implementation of work plans, and observe timelines and the efficient use of resources. 
  • Demonstrated ability to work in a team in a highly professional and respectful manner, within the ISSA Secretariat as well as with member institutions and external experts. 
  • Demonstrated ability to apply an interdisciplinary approach to social security issues.
  • Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required. 


Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
