Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located in the Public and Private Services Unit (SERVICES) of the Sectoral Policies Department (SECTOR). SECTOR is responsible for providing support to ILO constituents in addressing employment and labour opportunities and issues in specific economic and social sectors at the global, regional and national levels. The sectoral approach to decent work cuts across the entire Decent Work Agenda. The SERVICES Unit covers the following sectors: culture, media, graphical, education, health, public administration, utilities, communication, retail and commerce, financial services, personal services, and sport.

The work of the Department includes the promotion of social dialogue for consensus building on sector-specific policies and practices including through tripartite meetings; the promotion of ratification and effective implementation of sectoral international labour standards; the development and dissemination of knowledge and information relating to sector- and/or industry-specific economic and employment trends; policy-oriented research on decent work issues in specific sectors; the implementation of development cooperation projects as well as the delivery of policy advice and capacity building programmes for tripartite constituents; and the promotion of policy coherence on key sectoral issues through strategic partnerships with other United Nations agencies, multilateral organizations and other stakeholders. The Department is also responsible for the coordination of Office-wide efforts on the promotion of decent work in the rural economy and contributes to the ILO’s work on the promotion of decent work in supply chains and the ILO Centenary Declaration for the Future of Work.

The position is responsible for contributing to advancing decent work in the health services sector. This involves providing input to the development and dissemination of knowledge and information and the formulation and delivery of development cooperation projects and training programmes.  The position will also contribute to sectoral meetings and partnerships in the health services and other public sectors.

The position will report to the Head of the SERVICES Unit.

Specific Duties

1.Analyse, prepare relevant documents, and disseminate information on the health services sector with respect to the Decent Work Agenda and its four strategic objectives, namely employment; social protection; social dialogue and tripartism; and standards and fundamental principles and rights at work, as well as the cross-cutting issues of gender equality and non-discrimination.  
2.Conduct analytical and policy-oriented research on trends and developments in health services, using both quantitative and qualitative research methods, and the analysis of data, statistics, normative frameworks and national policies. 
3.Provide inputs to reports, working papers and other relevant documents, including for ILO sectoral meetings, and those jointly organized with other international organizations. 
4.Prepare communication materials and contribute to publications, particularly those related to trends and developments in health services.
5.Contribute to the provision of technical advice and guidance to ILO constituents and other stakeholders on policies and strategies that promote decent work in health services, including for doctors, nurses, midwives and other medical professionals, technicians, care workers, and other related professions. 
6.Participate in the design and implementation of development cooperation programmes and projects as defined by decent work outcomes, in cooperation with technical units at headquarters, field offices, ILO constituents and other key stakeholders.
7.Contribute to the organisation of and participate in international, regional and national sectoral meetings, workshops or seminars in cooperation with technical units at ILO headquarters, field offices and ILO constituents and ensure follow-up on recommendations and decisions taken. 
8.Collaborate with technical departments at ILO headquarters and field offices to carry out the assigned work and with relevant ILO constituents, international governmental and non-governmental organizations or major stakeholders in the sectors covered by the position. 
9.Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

  1. Undertake research and prepare analytical reports on selected subjects within the area of technical competence.
  2. Assess country experience (on selected topics) with a view to identifying best practices in finding solutions to problems identified.
  3. Provide technical inputs (articles, reports) for regional, country or related sectoral analyses, ILO reports and publications.
  4. Provide technical backstopping, project implementation and monitoring.
  5. Undertake missions for the purpose of providing technical recommendations on selected topics following ILO established guidelines, manuals and standards.
  6. Monitor and coordinate research carried out by external collaborators.
  7. Act as focal point on a specific field of specialization.
  8. Participate in training seminars and workshops as resource person.
  9. Represent the technical unit at international, regional and national fora.

Required qualifications

Education

Advanced university degree (Master’s or equivalent) in a relevant technical field such as public health systems, or social sciences, law or economics with a health systems’ focus.  A first-level university degree (Bachelor’s or equivalent) in a relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least five years of experience in social-economic development issues in health services, with a focus on health workforce issues.

Languages

Excellent command of one official language (English, French, Spanish) of the Organization and a working knowledge of a second official language of the Organization.

Competencies

In addition to the ILO core competencies, this position requires:

Ability to participate effectively in technical missions and multi-disciplinary teams; capacity to provide first-line technical advice on health workforce issues; ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets; capability to guide and co-ordinate the work of external collaborators, general service staff, interns or young professionals; ability to prepare reports and publications of a high quality; and ability to provide credible implementation assistance to senior specialists in carrying out research, project formulation and implementation. Excellent analytical skills. Knowledge of project related concepts and procedures, including formulation, implementation and evaluation. Excellent drafting skills. Ability to communicate effectively. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

 


 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
