Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

The incumbent contributes to the implementation of the Better Work Programme through the design, support and monitoring of country level operations, as well as through engagement with prospective and existing donors, key project stakeholders and other ILO departments. 


The position will work under the direct supervision of the Better Work Head of Programme Expansion, Learning, Africa & Arab States in Geneva and under the overall supervision of the Chief of the Better Work Branch and the Director of the Governance and Tripartism Department in ILO Headquarters.

Description of Duties


Programme design and monitoring 

1.    Contribute to the conceptualization and formulation of project strategies/funding proposals for new country programmes or to supplement existing programmes, in collaboration with the Better Work team, ILO and IFC counterparts and key stakeholders including relevant technical ILO units, field offices, tripartite constituents and donor agency representatives, ensuring consistency with the Better Work Programme strategy defined by the ILO and IFC, and in accordance with the required format for final review and approval. 

2.    Assist in monitoring and expediting programme implementation, and report on progress to donors through discussions with technical and field staff, field visits, review and analysis of progress reports, advice on corrective decision-making and revisions, draft reports and participation in reviews and evaluations. Support the Better Work Global team and Country Programmes in workplanning and reporting to ensure that specific donor requirements are met.

3.    Based on the experience acquired through close collaboration with country programmes, provide advice and recommendations to other Better Work units on improvement of tools, systems and/or procedures for efficient tracking and reporting. 


Resource mobilization and donor engagement 

4.    Actively engage existing donors to ensure strong collaborative partnerships that align with their development strategies and Better Work’s 2022-27 strategy. Liaise closely with the PARTNERSHIPS and the Action Programme/Supply chain colleagues to seek additional funding opportunities.

5.    Proactively identifying pipeline donors to fill funding gaps and reduce financial vulnerabilities. Supporting and building capacity of country teams in terms of local resource mobilization. Monitor strategic priorities of donors and identify opportunities for Better Work engagement at global or country level. 

6.    Elaborate written outputs such as concept notes, analytical reviews, project briefs, terms of reference, background papers and contributions to relevant donor communications. 


Relationship management and partnerships

7.    With a focus on donor relations, discuss technical information and resolve program/project implementation issues to ensure results are achieved as planned and according to donors’ expectations. 

8.    Coordinate and contribute to the elaboration of feasibility studies on the application of the Better Work programme in other geographical areas and sectors, including managing the relationship with external consultants, discussions with relevant ILO departments, ILO field offices, and relevant external organizations. 

9.    Support the Better Work Global team and Country Programmes on industry priorities through partnership engagements such as constituents capacity building, collaboration with the IFC and increasingly focusing on Human Rights Due Diligence (HRDD) initiatives. 

10.    Participate in external seminars and/or conferences as a resource person, and coordinate the preparation and implementation of internal workshops and/or forums including facilitation and making of presentations. 

11.    Promote the inclusion of gender equality and non-discrimination in all aspects of the programme.

Required qualifications



Advanced level university degree (Master’s or equivalent) in a relevant field. A first-level university degree (Bachelor’s or equivalent) in a relevant field with an additional two years of relevant experience will be accepted in lieu of an advanced university degree. 



At least five years professional experience in the management and implementation of relevant development cooperation projects. Relevant areas include: private sector development, fund-raising experience, programme design, results-based management and theory of change development. Field-based experience would be an advantage. 



Excellent command of English, and a good working knowledge of French or Spanish would be an advantage



1.    Excellent knowledge of results-based management including project formulation, administration and evaluation techniques and practices in developing country contexts, including the ability to identify and analyse problems to ensure effective project implementation.

2.    Excellent oral and written communication skills and proven ability to draft project documents and strategies, technical reports and evaluation reports and other communications to various counterparts and to articulate ideas and strategies in a clear and concise manner.

3.    Technical knowledge of the substantive policy issues related to Better Work, such as corporate social responsibility and labour compliance issues in global supply chains, business and human rights, due diligence, trade policy and environmental sustainability.

4.    Proven ability to define and resolve problems in a manner that reflects the interests of stakeholders, the ILO’s commitment to fundamental principles and rights, social dialogue and tripartism, and the IFC’s mission of supporting sustainable private sector development.

5.    Proven ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.

6.    Excellent relationships skills including the ability to listen and build trust to ensure collaborative relationships are established and maintained even in pressured conditions.

7.    Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

8.    Ability to work on own initiative as well as a member of a team and ability to deal with people with diplomacy.
