Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The position is located in the Department Management and Coordination Unit (DMCU) of the Employment Policy Department. The Department is responsible for promoting full and productive employment by developing integrated employment, development and skills policies that are inclusive, gender sensitive and sustainable. The work of the Department is guided by relevant ILO Conventions and Recommendations, robust analysis and evidence. At the global level, the Department promotes policy frameworks and partnerships that aim at generating more quality employment opportunities and contributes to and advocates for knowledge and capacity building on employment-related issues. At the country level, it supports ILO constituents to develop, implement and monitor coordinated and context specific policies and programmes for more and better jobs, with a particular focus on vulnerable groups.
The incumbent will support the programme-wide coordination of Korea-funded projects to enhance the coherence, effectiveness, and visibility of the ILO-Korea Partnership Programme (2024–2026) by supporting coordination across multiple projects and departments, and by serving as a key contact point with the Ministry of Employment and Labour (MOEL) of the Republic of Korea and PARTNERSHIPS.
Reporting lines: The position will report to the Head of DMCU or designated officer. He/she will work in close collaboration with the relevant Department Branches, as well as other relevant ILO departments and units engaged in the ILO-Korea Partnership programme.
Description of Duties
Required qualifications
Education
First-level university degree (bachelor’s or equivalent) in public policy, government employment policy, development studies, international relations, or another relevant field.
Experience
At least five years of relevant experience in government employment policy, international development, or donor-related activities or projects.
Languages
Excellent command of English and Korean is required.
Competencies
- Strong coordination and communication skills, including experience liaising with donors, government partners, and internal departments.
- Ability to collect, organize, and synthesize information from multiple projects for reporting and visibility purposes.
- Excellent drafting skills for preparing briefings, communications materials, and progress reports.
- Strong organizational skills with attention to detail and ability to manage multiple tasks under tight deadlines.
- Ability to work independently and proactively, while also collaborating effectively in a team environment.
- Familiarity with donor-funded project cycles, reporting standards, and results-based frameworks.
- Proficiency in using standard office software and communication tools.
- Ability to work in a multicultural environment and demonstrate gender-sensitive and inclusive behaviour and attitudes.
- Strong interpersonal skills, discretion, and professionalism in handling communications with external partners.
Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
