A four-month short-term contract will be given. Introduction
The Universal Social Protection Department (SOCPRO) is responsible for promoting enhanced coverage and effectiveness of social protection for all through efficient, sustainable and comprehensive social protection systems, including national social protection floors, in line with the Social Protection Floors Recommendation, 2012 (No. 202), the Social Security (Minimum Standards) Convention, 1952 (No. 102) and other ILO social security standards, and reflected in the Sustainable Development Goals. It provides, at the request of member States, technical advice for the formulation of national policies, the design of social protection systems, including floors, as well as for their implementation and monitoring.
The temporary position is located within the Public finance, actuarial and statistical services Unit (SOC/PFACTS) of the Universal Social Protection Department (SOCPRO). The SOC/PFACTS Unit is responsible for providing public finance, actuarial and statistics advice to constituents by applying the principles and values of international social security standards. In this field SOC/PFACTS leads work relating to the research and monitoring of global social security trends; articulates its position on social security reform, costing and the provision of viable scheme financing options; and supports the enhancement of national institutional capacities to administer and govern social protection programmes.
This position supports the ILO-IMF Engagement on Financing Social Protection (2024-2025), initiated in response to the commitments stemming from the International Labour Conference's 2021 Conclusions concerning the second recurrent discussion on social protection. The project aims to expand fiscal space and ensure sustainable funding for social protection in nine countries: Cambodia, Comoros, Eswatini, Lebanon, Morocco, Mozambique, Paraguay, Senegal, and Thailand. Building on the successful 2021-2023 pilot, it fosters collaboration between the ILO and IMF at both country and headquarters levels, providing technical support to ministries of labour and finance and facilitating policy dialogue between these ministries, as well as with workers' and employers' organizations.
Reporting lines
The incumbent will work on the ILO-IMF Engagement on Financing Social Protection, Second Round (2024-2025) project, under the supervision of the Public Finance Specialist of SOC/PFACTS and the overall guidance of the Head of SOC/PFACTS.
Description of Duties
the incumbent will:
- Support the Public Finance Specialist to perform project support tasks, follow-up of social protection related activities in the 9 countries where the ILO-IMF collaboration on financing social protection is ongoing.
- Support the preparation of ILO-IMF progress reports by writing first draft sections, collecting input from ILO field and headquarters colleagues, as well as IMF counterparts, ensuring consistency and accuracy of data, synthesizing findings from country-level activities, incorporating feedback from ILO constituents.
- Support the organization of ILO-IMF knowledge exchange workshops, where preliminary results of the collaboration are presented, by assisting with logistics, preparing agendas and background materials, liaising with speakers and participants, documenting key takeaways, and assisting in the dissemination of workshop outcomes to relevant stakeholders.
- Support the inclusion of the ILO-IMF collaboration results in the Handbook on fiscal space for social protection, as well as in training material for courses to be taught at the International Training Centre of the ILO, by ensuring the integration of key findings, providing technical inputs and developing case studies.
- Support the dissemination of the ILO-IMF collaboration results at the 4th International Conference on Financing for Development, as well as in the Second World Summit for Social Development, by providing and collecting inputs, preparing presentations and briefing materials, assisting in organizing side events or panel discussions, and communication efforts to disseminate the key findings.
- Perform other relevant duties as assigned by the supervisor.
Required qualifications
Education
First level university degree (Bachelor’s or equivalent) in economics. An advanced university degree in economics (e.g. Master or PhD in economics) would be an advantage.
Experience
Experience with the International Labour Organization or another international organization in the field of social protection would be an advantage.
Languages
Excellent command of English. A working knowledge of Spanish and/or French would be considered an advantage.
Competencies
Technical competencies: Ability to carry out assignments in accordance with instructions and guidelines, ability to use analytical tools and qualitative and quantitative techniques, good analytical and problem-solving skills, ability to conceptualize, plan, coordinate and conduct straightforward research work, ability to draft clearly and concisely, good computer skills. Programming skills in STATA would be considered an advantage.
Behavioural Competencies: Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes, ability to work in a team and to establish good working relations
Conditions of employment
