Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located in the Investigation and Inspection Unit within the Office of Internal Audit and Oversight (IAO) of the ILO.   IAO fulfils an internal independent oversight function.  Its mandate is underpinned by its Governing Body approved Audit and Investigation Charters. The IAO’s mission is to enhance and protect the ILO’s value by providing risk-based and objective assurance, advice, and insight.    IAO aims to assist the Office in accomplishing its strategic objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, internal control and governance processes. The IAO’s mandate also includes responsibility to conduct fact-finding investigations into allegations of financial or administrative misconduct, investigations into allegations of sexual exploitation and abuse, cases of allegations of retaliation against whistle-blowers referred by the Ethics Officer and other irregular activities. 

 

IAO conducts its activities in conformity with the International Standards for the Professional Practice of Internal Auditing of the Institute of Internal Auditors (the IIA Standards), the Uniform Principles and Guidelines for Investigations as adopted by the Conference of International Investigators of the United Nations Organizations and Multilateral Financial Institutions, and IAO Investigation Standard Operating Procedures.

 

The position reports to the Chief of the Investigation and Inspection Unit under the general supervision of the Chief Internal Auditor.
 

Specific Duties

1.    Plan, conduct, and report on low and medium risk investigations according to IAO’s Standard Operating Procedures, ILO Administrative Tribunal jurisprudence and the Uniform Principles and Guidelines for Investigations as adopted by the Conference of International Investigators of the United Nations Organizations and Multilateral Financial Institutions.

 

2.    Analyse evidence and prepare investigation files.

 

3.    Interview witnesses and subjects in the furtherance of investigations.

 

4.    Draft complete and concise investigation reports containing findings.

 

5.    Identify recommendations for remedial action arising from investigations for reporting to management.

 

6.    Participate within a team of investigators/auditors working on more complex investigation cases as and when required.

 

7.    Perform other relevant duties as assigned.
 

Required qualifications

Education

A first-level university degree in law, international law, criminal investigations, police studies, or a related field.

Experience

At least five years of progressively responsible experience in investigation and/or fraud examination, of which at least three years at the international level. Prior experience in the UN system would be an asset.

Languages

Excellent command of one of the official languages (English, French, Spanish) of the Organization. A working knowledge of English would be a great advantage 

Competencies

In addition to the ILO core competencies, this position requires:

Technical

Excellent drafting skills to prepare reports of inspection/investigation findings effectively and adequately. Sound knowledge of the Organization’s mandate, financial rules, procedures, regulations, policies, plans and priorities of the Organization’s activities.  Ability to plan own work.  Ability to gather and analyse evidence.  Ability to draft written reports.   Computer skills, with a good knowledge of computer programs and software packages.  Ability to communicate effectively.  

Behavioural
Ability to work well in a small team and adapt to changing priorities in work at short notice. Ability to work with the minimum of supervision and guidance on simple investigations and work as part of a team and take instruction on more complex cases.  Ability to handle confidential matters.  Ability to work with tact and total discretion. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

 


 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
