The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. Duration is 12 months.


The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations.


The following are eligible to apply:


- Internal candidates in accordance with paragraphs 31 and 32 of Annex I of the Staff Regulations. The Office will facilitate the temporary re-assignment of a selected internal candidate to this position.

- External candidates. A selected external candidate will be issued with a 4.2 (e) contract.

The position is located in the Security Unit within the Internal Services and Administration Department (INTSERV). INTSERV is responsible for the management of facilities, property and inventory; safety and security; printing, publishing and distribution of documents; diplomatic privileges; travel and transport, use of public spaces and general internal services. The Security Unit is responsible for developing and implementing all safety and security measures for ILO headquarters in Geneva and to provide security assessments, training and advice to ILO field and project offices and to accompany and monitor the implementation of the measures.  


The incumbent will assist in the provision of security advice and expertise and provide support in the planning, implementation and in maintaining Security Risk Management (SRM) measures and Residential Security Measures (RSM) compliance for ILO field and project offices. The incumbent will also support security activities and projects at ILO headquarters. This position requires duty travel.


The incumbent will report to the Head of the Security Unit at ILO headquarters.


1. Review the security and safety situation in duty stations where ILO operates or plans to operate by analysing the level of compliance and vulnerability of offices through the United Nations Security Managers Information Network website and tools (UNSMIN).

2. Work in close cooperation with ILO field and project offices in carrying out Security Programme Assessments. Advise office Directors or Chief Technical Advisers on all security matters.

3. Strengthen safety and security management by providing advice and proposing solutions for improvements, in collaboration with the ILO field office responsible and the appropriate headquarters departments, including the Partnerships and Field Support Department. Provide support in following office lease procedures and United Nations Department of Security and Safety (UNDSS) external events guidelines.

4. Assist in performing/reviewing security risk assessments of ILO field and project offices and premises. Provide advice and recommend mitigating measures in line with SRM/RSM and the country cost-shared budget in consultation with the UNDSS representatives at the country level.

5. Establish and review compliance reports of the security standards and procedures determined by the United Nations Security Management System.

6. Assist in reviewing and elaborating contingency plans and emergency/evacuation procedures to provide professional advice to improve: security plan, standard operating procedures (access control, contingencies) and emergency plans (Fire, MEDEVAC, CASEVAC).

7. Organize and maintain country files and databases on security matters: compliance and risk assessments, security plans, staff and office directories, staff and dependents lists, GPS locations, UNDSS Travel Request Information Processing profiles, Security Certificates, equipment.

8. Participate in relevant meetings and other joint activities with ILO field offices to provide necessary assistance and technical advice on safety and security-related issues (project security reviews, external events assessments, etc.).

9. Conduct security briefings for ILO staff on security matters.

10. Perform other relevant duties as assigned.

Required qualifications


A first level university degree in security management or in a related field. A first-level university degree may be substituted with a diploma from a military or police education institution, college or academy consisting of a minimum of a three-year programme plus at least three years in addition to the experience below. UNDSS Security Certification Programme passed. Additional certification in a related security field is an asset.


At least five years of professional experience within an international organization or in military, police or security management services. Relevant experience in the UN, including experience in a hardship field duty station, would be desirable.


Excellent command of English or French and a working knowledge of the other.


In addition to the ILO core competencies, this position requires:

Technical competencies:

Knowledge of UN security system policies, rules, regulations and procedures including aspects concerning human resources administration would be considered as an asset. Background in gathering information and analysis is desirable. High standard of psychological and physical fitness must be maintained in order to operate under conditions, which can be of high stress. Knowledge of security equipment including keeping abreast of new tools and equipment. Excellent skills in planning. Ability to coordinate and deliver services in different settings such as international conferences. Ability to use word processing software, spread sheet and other standard software packages.

Behavioural competencies: 

Excellent communication and interpersonal skills with the ability to develop and maintain effective partnerships and working relations. Ability to work under pressure. Ability to work effectively under stressful conditions and to operate effectively and calmly with officials placed in stressful situations. High degree of flexibility and initiative.  Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
