Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located in the Fundamental Principles and Rights at Work Branch (FUNDAMENTALS) within the Governance and Tripartism Department (GOVERNANCE). GOVERNANCE provides advice and assistance on a range of topics related to the governance of labour and employment relations. It provides technical inputs on labour laws based on ILO Conventions and Recommendations. It renders state-of-the-art technical support and capacity-building to labour inspectorates and labour administrations in general and assists in developing strategies to achieve compliance with labour laws and occupational safety and health standards. It advocates and helps constituents to build strong and functional institutions and processes for social dialogue. It also includes the Better Work Programme which is a joint ILO and International Finance Corporation technical programme to improve the working conditions in the ready-made garment and footwear industry in several countries through participatory and multi-stakeholder arrangements.

FUNDAMENTALS carries out development cooperation, research, statistical, partnership and advocacy functions to assist ILO Member States to respect, promote and realize fundamental principles and rights at work, which are: freedom of association and the effective recognition of the right to collective bargaining; the elimination of all forms of forced or compulsory labour; the effective abolition of child labour; and the elimination of discrimination in respect of employment and occupation. The Branch also coordinates the strategic development and implementation of the International Programme on the Elimination of Child Labour and Forced Labour (IPEC+), one of five ILO flagship programmes.

The position is responsible for providing organizational, technical and administrative support to FUNDAMENTALS with a view to enhancing the overall quality, coherence, programming and visibility of the Branch's work. This includes providing support for a more integrated planning among units’ and individuals’  workplans, facilitating the internal communication and flow of information, providing direct support to the administration of the Branch and ad hoc-technical support throughout the Branch, when required. 

The position reports to the Chief of FUNDAMENTALS.
 

Specific Duties

1.Provide support to the Branch Chief with the Branch’s work planning and the development or adaptation of tools and worksheets to monitor the implementation of the results-based workplan. In collaboration with the different units in the Branch, contribute to the Office-wide work planning and reporting mechanisms.
2.Under the instruction of the Branch Chief, organize the Branch’s staff meetings, seminars and retreats, maintain its calendar of activities and missions, draft meeting reports and follow-up activities, compile information and contribute to content design of communication materials. Prepare regular mailings to the Branch's external contacts to share information about upcoming events and achievements.
3.Undertake research and review information and data, draft summaries, including for web publication, and disseminate latest information on issues and areas of importance to Branch staff. Respond to internal and external requests for information and general inquiries on the Branch's programme of activities and objectives. 
4.Upon request from units, technical specialists at headquarters and field offices and programme managers, provide input to the drafting of project proposals and resource mobilization activities.
5.Upon the request of the Branch Chief, support the Branch’s technical areas of work, such as through the drafting of terms of reference, technical notes, revision of technical documents, drafting of talking points and speeches, and support to joint work within GOVERNANCE and other departments. 
6.Perform other relevant duties as assigned .

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

1.Obtain, gather, assemble and develop databases on personnel, budget, financial and other administrative information and documents.
2.Participate in the organization of conferences, seminars and meetings.
3.Monitor activities and resources and update information.
4.Maintain records of obligations and expenditures.
5.Prepare periodic reports on administrative matters.
6.Assist in the administrative backstopping of projects and participate in the development of project proposals.
7.Prepare budget estimates and expenditure forecasts and propose allocation changes with justifications.   
8.Prepare progress reports on status of projects and work unit’s plan of activities.
9.Supervise the work of administrative support staff.

Required qualifications

Education

First level university degree in social sciences, business administration, law, economics or other relevant field. An advanced university degree would be considered an advantage.

Experience

At least three years of experience in administration related to world of work-related matters. Experience in the use of modern communication tools, social media, webinar facilitation, etc.

Experience in development cooperation and experience with the use of knowledge sharing platforms (design and content management) would be an advantage.

Languages

Excellent command one official language (English, French, Spanish) of the Organization and a working knowledge of a second official language of the Organization.  Working knowledge of a third official language would be an advantage.

Demonstrated knowledge in the field of fundamental principles and rights at work would be an advantage.  Knowledge of ILO internal procedures and structures would be an advantage.  Ability to carry out assignments in accordance with instructions and guidelines. Ability to rapidly learn new areas of knowledge linked to the position, including on fundamental principles and rights at work, as well as office procedures. Good drafting and communication skills, including the ability to draft clearly and concisely. Good knowledge of PC software (including word processor and spreadsheet and presentation software) such as Microsoft Office and ability to analyse administrative records and financial data.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
