Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.


*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is USD 16,448 yearly.


The private sector in Iraq is underdeveloped due to the economy’s heavy reliance on oil exports (99% of all exports), an abundance of cheap imports, and competition from state-owned enterprises. Private sector development is a central government priority, but a lack of productive investment in the formal private sector has resulted in inadequate creation of decent jobs for Iraq’s growing labour force. The need to promote entrepreneurship among Iraqis, including women and youth, and build the national capacity for the provision of non-financial business development services (BDS) and financial literacy were depicted as priority areas of intervention in the transition to sustainable employment. In facts, during the last few years and within the framework of the transition from the humanitarian response to a more development-oriented phase; a number of projects funded by foreign governments and international agencies, targeting livelihoods and MSME development, have already been providing BDS. These services however were not needs based and remained mostly generic in nature without being provided in a common and standardized manner.

It is against this backdrop that the GIZ funded project entitled “Improved business development support services targeting MSMEs for the creation of Decent Work opportunities in KR-I” was developed and focuses on strengthening the provision of needs-based standardized business support services and financial literacy. The project will introduce and institutionalize the ILO Start and Improve Your Business (SIYB) programme and its financial literacy/inclusion package in selected local and national partners who in turn will provide these quality support services to existing and potential Iraqi/Kurdish entrepreneurs.

 Within the policy and procedural requirements established by the ILO and the Project, the incumbent will provide reliable and safe driving services to the project team and other officials and visitors ensuring the highest standards of discretion and integrity and sense of responsibility.

 The incumbent will work under the direct supervision of the Project Manager and National BDS Support Officer (P3 and NO-A) from whom he/she will receive instructions on operational issues. He/she will liaise closely with the project’s Administrative Assistant to ensure the timely completion of all daily project tasks. The position will be based in the ILO project office in Erbil, Iraq.

Description of Duties
  • Ensure the provision of safe and reliable driving services. Drive the project team, senior level officials and other authorized personnel and visitors.
  • Meet officials and visitors at the airport including assisting, where necessary, with protocol, visa and customs formalities.
  • Deliver and collect mail and documents and other items.
  • Ensure cost-savings through proper use of vehicle and accurate maintenance of daily vehicle logs, preparation of the vehicle maintenance plans and documentation.
  • Ensure proper day-to-day maintenance of assigned vehicles through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tyres, brakes and water levels, car washing, etc in order to keep the vehicle clean and in good running condition at all times.

  • Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit and other MOSS-compliant equipment, and necessary spare parts in assigned vehicles. Where appropriate, schedule drivers and vehicles for use on a daily basis.
  • Inform the supervisor in a timely manner of (re)registrations and insurance procedures for all the office vehicles.
  • Assist office staff in filing, photocopying and maintaining stores. Assist in the mailing, collection and distribution of documents and publications including to ministries and banks. Arrange to pay office telephone and other bills. Perform data entry duties.
  • Perform other relevant duties as assigned.

Completion of secondary school education. Valid and clean driving licence.


A minimum of three years of relevant work experience with a safe driving record. Driving experience with a UN agency, diplomatic or international organization


Fluent in Kurdish and good working knowledge of English and Arabic.

  • Excellent knowledge of local driving rules and regulations Good knowledge of local roads and conditions.
  • Skills in minor vehicle repair.
  • Good knowledge of chauffeur protocol and courtesies. Good knowledge of security issues.
  • Good knowledge of rules and procedures on vehicle management including maintenance of official vehicles and knowledge of mechanics and maintenance and repair of vehicles.
  • Knowledge of administrative rules and regulations
  • Basic computer skills to record information in IT systems
