Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Introduction

The technical cooperation project in Qatar reflects the common commitment of both the Government of Qatar and the International Labour Organization (ILO) to cooperate on ensuring compliance with ratified international labour Conventions and the effective implementation of national laws and policies, particularly when it comes to the protection of the rights of migrant workers. Qatar’s labour reform agenda has made substantial strides, and this progress – as well as remaining challenges – has been recognized by the ILO Governing Body and the Committee of Experts on the Application of Conventions and Recommendations, among others. The second phase of the project (July 2021 – December 2023) will build on the achievements to date. 

 

The second phase of the project has four strategic priorities: (1) Labour market and labour migration governance; (2) Enforcement of labour laws and access to justice; (3) Workers’ voice and social dialogue; and (4) International cooperation and exchange of experience.


The project is located in Doha, Qatar, and will report to the Regional Office for Arab States (ROAS). It will be technically backstopped by the International Labour Standards Department (NORMES), and will be implemented in close coordination with a number of the technical branches of the ILO. 

 

The Technical Specialist will be responsible for providing technical support and contributing to the expected outcomes, especially the implementation and monitoring of the pillar of work on the enforcement of labour laws and access to justice.

 

Reporting lines: 

The Technical Specialist will report to the Chief Technical Advisor responsible for the project implementation, and will receive technical guidance from the concerned technical departments, including NORMES, LABADMIN/OSH, INWORK, FUNDAMENTALS among others. He/she will work closely with the relevant specialists in HQ and the Decent Work Team (DWT) at ROAS. The Technical Specialist also will oversee the work of consultants hired during the course of the project under this pillar of the project.

Description of Duties

  1. Responsible for the day-to-day effective implementation of technical activities under Pillar 2 of the Project through the provision of technical inputs, planning, control and monitoring in conformity with ILO policies and project strategies. 
  2. Provide advisory services on labour inspection and occupational safety and health, and access to justice, to counterparts in the Ministry of Administrative Development, Labour and Social Affairs (ADSLA) and other partners. 
  3. Produce technical reports and guidance notes to assist in the development and promotion of policy, strategies and implementation tools in the areas of labour inspection, OSH and access to justice. 
  4. Develop training programmes, materials, tools and other resources for national constituents, in collaboration with key partners. Participate as resource person in capacity-building activities.
  5. Support the development and implementation of strategic compliance plans in the areas of labour inspection and OSH, and the monitoring and reporting of progress. 
  6. Coordinate the design and implementation of research related to various aspects of labour inspection and occupational safety and health or other related subjects, including wage protection. 
  7. Support the efforts of the Project Office in receiving cases from workers, and communicating with the Ministry and the workers.
  8. Contribute to the drafting of communication tools on labour inspection, OSH, access to justice, etc., including materials targeting workers and employers.
  9. Review and analyse legal and economic data on topics related to labour inspection and occupational safety and health, wages and wage protection, and other subjects. 
  10. Participate in the production of promotional materials and in the dissemination of information, in collaboration with the Communication Officer, on the area of action through publications, press releases and other communication tools, and public awareness/behavioural change campaigns.
  11. Participate in the monitoring and evaluation of the project activities under the area of action covered by this position and provide inputs to reporting.
  12. Organize and participate in technical meetings, seminars and training courses.
  13. Undertake other duties as required.

Required qualifications

Education

Advanced university degree in a relevant field, such as law, political and social sciences, economics or international development.

Experience

At least seven years of relevant professional experience, including three years at the international level, in the field of at least one of the following two areas: labour inspection and occupational safety and health (OSH). Experience working with officials of ministries of labour would be an advantage.

Languages

Excellent command of English. Knowledge of Arabic language would be an advantage.

  • Demonstrated capacity to provide relevant and effective technical advice on the labour inspection, OSH, and related topics
  • Excellent writing skills to draft reports and analytical texts of high quality, with conclusions and recommendations that inform project implementation
  • Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques
  • Ability to provide seasoned advice on good practices based on field experience, to address broader issues outside the field of specialization
  • Ability to guide and coordinate the work of external collaborators in the area of labour inspection, OSH and access to justice. 
  • Ability to collaborate and communicate effectively with HQ and ROAS, ILO constituents and external partners at a high-level
  • Ability to work independently as well as member of a team
  • Ability to deal with people with diplomacy and discretion
  • Ability to work under political and time pressure, and meet deadlines
  • Ability to adapt to change and to propose action accordingly
  • Good knowledge of the role and operations of the ILO
  • The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes
     

 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
