Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Introduction
The ILO is engaged in the implementation of activities to support the recovery efforts and stimulation of the private sector and promotion of livelihoods and decent job creation across Syria.
In order to harmonise all the activities within the ILO mandate and the tripartite dialogue with its main constituents towards creation of Decent Jobs in Syria in this early recovery period after long years of crisis, the ILO is developing its POS (programme of support). The POS will ensure the coherence with the transitional action plan (TAP) outcomes developed by the UNCT in Syria.
The ILO is engaging in series of activities with different UN partners and its main constituents:
- Two Employment-Intensive Investment Programme (EIIP) were launched in May 2025 and will be implemented through the end of 2025, targeting Aleppo city and rural Aleppo, with the aim of promoting local employment through labor-intensive infrastructure works.
- In the area of social protection, the ILO, in collaboration with UNICEF, WFP, and the World Bank, is engaging relevant government institutions to support reform efforts aimed at building an inclusive and sustainable social protection system. A series of capacity-building workshops and technical discussions are planned throughout 2025 and beyond, focusing on strengthening the capacities of key actors within the national social protection framework.
- The ILO has initiated extensive consultations with employers’ organizations across several governorates. A rapid enterprise-level skills needs assessment is underway with 50 enterprises. Additionally, an in-depth sectoral analysis of the textile and garment industry will be conducted to identify evidence-based skills and employment strategies in this priority sector.
- The ILO team in Syria is working closely with the Central Bureau of Statistics (CBS) to develop a Labour Force Survey (LFS) aligned with international statistical standards. A pilot survey covering 1,500 households across four governorates will be conducted in preparation for a nationally representative LFS, which will contribute to improved labour market data for policy development and planning.
Given the increasing scope of activities, the Planning, Monitoring and Evaluation Officer will be responsible for providing progress and final report and to monitor the efficient implementation of activities and to strengthen existing UN cooperation and will support the overall reporting requirement and monitoring the implementation of the Programme of Support.
Reporting lines:
The incumbent will work under the direct supervision of the of the ILO Syria Country Coordinator and under the technical supervision of the Regional Programming Unit (RPU) in ROAS.
Description of Duties
- Ensure quality control and provide methodological support for the design, monitoring, and evaluation of projects and the Programme of Support (PoS) to enhance results and impact.
- Work in close coordination with the Decent Work Technical Support Team in ROAS, Chief Technical Advisors, and Project Managers to ensure compliance with methodological standards for data collection, baselines, assessments, surveys, and the development of theories of change and results-based monitoring and evaluation frameworks.
- Coordinate the monitoring, review, and evaluation of the PoS in Syria, in collaboration with the Results and Planning Unit (RPU) in ROAS and the Programming and Management Department at ILO headquarters.
- Support the planning and execution of all decentralized ILO programme and project evaluations in the region, including strategic reviews, thematic and synthesis evaluations, and impact assessments, in accordance with ILO evaluation policy and quality standards. Contribute to evaluations conducted under the overall coordination of EVAL, as needed.
- Support the Syria Country Coordinator in all aspects of reporting and knowledge management related to evaluation findings and recommendations. Ensure alignment with ILO policies, project strategies, programming guidelines, and country programmes.
- Promote the effective use of evaluation results by facilitating the dissemination of good practices and lessons learned through established mechanisms. Provide relevant information to support project and programme planning, implementation, monitoring, and evaluation, including the preparation of donor reports and updates required by PROGRAM.
- Contribute to the UN Joint Workplan, Priority Areas of Intervention reports, and the Country Results Report (CRR), while participating in Results Group meetings to support a coherent UN system-wide approach to analysis, planning, implementation, and monitoring of strategic priorities and outcomes.
- Identify and design joint programming initiatives.
- Assist in resource mobilization efforts with partners.
- Support policy dialogue and advocacy with Government and stakeholders.
- Provide capacity building on RBM and monitoring and evaluation to ILO Syria team, and assist in the use of guidance materials, instruments and methodologies for self-evaluation, internal evaluations, and independent evaluation.
- Draft papers, prepare briefs, and write ups to management based on evaluation and review results to ensure informed decision-making and identification of regional and national priorities. Support the codification and dissemination of best practices.
- Attend the UN (United Nations) interagency groups and taskforces and working groups
- Perform other relevant duties as assigned.
Required qualifications
Education
- Advanced university degree (Master’s or equivalent) in economics, business or public administration, social science or other related field.
- A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
Experience
- Five years of professional experience in programme or project design, management, monitoring and evaluation is required. Out of which three years of experience at the international level is desirable.
- Experience in the delivery of training courses, including informal training and technical support. Direct experience in managing and implementing evaluations is highly desirable.
Languages
Excellent command of English. Fluency in Arabic is an advantage.

- Knowledge of processes and tools for design, monitoring and evaluation based on Theory of Change, the Logical Framework Approach and Results-based Management.
- Expert user of Microsoft Word, PowerPoint, Excel and other software, Internet browsers and database applications.
- Ability to draft reports and prepare guidelines relating to programme development and implementation.
- Flexibility and willingness to learn and undertake personal and professional development.
- Ability to work independently with minimum supervision.
- Ability to work under pressure and meet deadlines.
- Excellent organizational skills.
- Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
