The position is located in the ILO Country Office for Argentina (CO-Buenos Aires). The Officer will provide technical support to the partners of the International Labour Office in Argentina and other countries of the South Cone of Latin America (Brazil, Chile, Paraguay and Uruguay), in the field of labour market institutions with an emphasis on the contribution of such institutions to social protection and quality of employment, the formalization of the economy, the development of inclusive labour markets and equal opportunity and treatment, without distinction, exclusion or preference on the basis of gender, race, ethnicity, indigenous identity, disability or nationality. 

The Officer’s work will require an integrated and multidisciplinary approach, based on the priorities of the Decent Work Agenda and the strategic objectives of the ILO, in line with the country-specific priorities set by the CO-Buenos Aires and the ILO Decent Work Technical Support Team and Country Office for the South Cone of Latin America (DWT/CO-Santiago), as well as the United Nations Development Assistance Frameworks and the 2030 Agenda for Sustainable Development. International labour standards and the contents of the ILO Declaration on Fundamental Principles and Rights at Work (1998), the ILO Declaration on Social Justice for a Fair Globalization (2008) and the ILO Centenary Declaration for the Future of Work (2019) constitute the primary reference points for the work involved.

The Officer will work under the direct supervision of the Director of the CO-Buenos Aires in close collaboration with the Director of the DWT/CO-Santiago. Technical supervision of the work will be provided by the Inclusive Labour Markets, Labour Relations and Working Conditions Branch (INWORK) of the Conditions of Work and Equality Department (WORKQUALITY) at ILO headquarters in Geneva.

Specific Duties

In close collaboration and coordination with other specialists from the CO-Buenos Aires and the DWT/CO-Santiago, the coordinators and technical officers of the development cooperation projects currently being conducted in Argentina and the Programming Unit of the CO-Buenos Aires, the Officer will:

1. Analyse specific data and information on matters relating to the protection and quality of employment, the formalization of the economy, the development of inclusive labour markets and equal opportunity and treatment, without distinction, exclusion or preference on the basis of gender, race, ethnicity, indigenous identity, disability or nationality, taking account of wage aspects, migration issues and also the diversity of contractual agreements and new forms of employment. 
2. Provide technical assistance to ILO constituents in the monitoring and evaluation of labour market institutions, policies and programmes designed to improve the protection and quality of employment and the participation of men and women in the labour market in conditions of equality of opportunity and treatment. 
3. Provide technical assistance to constituents at the national, provincial and municipal levels and other social partners in the collection of labour market data and its use for the development, monitoring and evaluation of labour institutions and policies which contribute to quality, sheltered employment and inclusive labour markets and equality of opportunity and treatment. 
 4. Provide technical assistance to constituents at the national, provincial and municipal levels and other key actors in the formulation or revision of policies, laws or measures and the strengthening of labour institutions that contribute in a comprehensive and multidisciplinary manner to the protection and quality of employment, the formalization of the economy, the development of inclusive labour markets and equal opportunity and treatment. Provide assistance in the dissemination of technical documents produced at the global and regional levels (such as the Labour Overview of Latin America and the Caribbean). 
5. Provide technical support to governments and the social partners in the implementation of labour market institutions and programmes that facilitate the transition from the informal to the formal economy. Analyse the structure, characteristics and trends of different contract types in the labour market and new forms of work, and their relationship to processes of productive transformation, including the care economy. Identify restrictions contributing to the segmentation of the labour market and inequality in terms of opportunity and treatment. 
6. Act as a technical focal point of the office for government agencies, employers’ and workers’ organizations, the United Nations system, development banks, local development partners, academic institutions and civil society in order to promote ILO policies, relevant international labour standards and the guiding principles for labour market policies.  
7. Collaborate with the Programming Unit of the CO-Buenos Aires in the planning, implementation, reporting and evaluation of the Decent Work Agenda in the country, at the national, provincial and local levels, including with regard to providing the technical input required in the formulation of development cooperation project proposals.   
8. Perform other relevant duties as assigned.

Generic Duties
  1. Undertake research and prepare analytical reports on selected subjects within the area of technical competence.
  2. Assess country experience (on selected topics) with a view to identifying best practices in finding solutions to problems identified.
  3. Provide technical inputs (articles, reports) for regional, country or related sectoral analyses, ILO reports and publications.
  4. Provide technical backstopping, project implementation and monitoring.
  5. Undertake missions for the purpose of providing technical recommendations on selected topics following ILO established guidelines, manuals and standards.
  6. Monitor and coordinate research carried out by external collaborators.
  7. Act as focal point on a specific field of specialization.
  8. Participate in training seminars and workshops as resource person.
  9. Represent the technical unit at international, regional and national fora.
Required qualifications

Advanced university degree (post-graduate) in economics or social sciences. Any studies and/or specialization directly linked to social and gender equity would be an asset. 


The candidate should have at least three years’ experience at the national level and two at the international level. Experience in labour market institutions and the labour market, quality of employment and equality, the informal economy and formalization. Experience in providing technical support at the country level and in relation to subregional organizations/initiatives would be an asset. 


Excellent command of Spanish and working knowledge of English as an ILO official language. Knowledge of Portuguese would be an asset.

Ability to participate effectively in technical missions and multidisciplinary teams; capacity to provide first-line technical advice in the area of specialization; ability to conceptualize and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field; capability to guide and coordinate the work of external collaborators, general service staff or young professionals; ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development and ability to provide assistance to senior specialists in carrying out research, project formulation and implementation.

Behavioural competencies

Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. 



Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
