Introduction

Since the beginning of the crisis in 2019, the reduction of the Gross Domestic Product (GDP) resulted in the demotion of the country's economy from an upper middle-income status (which was upheld for over 20 years) to a lower middle-income status - as of July 2022. The depreciation of the Lebanese currency, along with the gradual elimination of price subsidies and the country's strong dependence on imports, has resulted in a significant rise in the costs of products and services. Although there have been some symbolic advancements during this time, the war in September 2024 has come to further exacerbate the “triple” socio-economic crisis. The Lebanese labour market and operating enterprises are facing complex challenges to sustain operations and retain employees as unemployment soars in the country.

As of October 2024, Lebanon experienced significant internal displacement crisis, with an estimated 1.2 million internally displaced individuals across the country. Despite the implementation of a ceasefire, its impact on mitigating displacement has been limited. While the crisis has affected all segments of the population, individuals facing lifecycle vulnerabilities, such as the youth unemployed, persons with disabilities, older adults bear a disproportionate burden.  The labor market in Lebanon has been heavily affected by the crisis, resulting in substantial job losses and wage cuts across key sectors such as services, industry, solid waste management and agro-processing. The 2024 war has severely hit particularly small infrastructure, common spaces and infrastructures for municipal sanitation. The capacity of municipalities to maintain capacities has decreased. MOSA has out in place a referral system to include SP and NDA beneficiaries.

To address these challenges, the European Commission supported “Improving living conditions and resilience of refugees displaced by the Syrian crisis and vulnerable hosting communities in Lebanon” project that started in January 2023 and will continue till 31st December 2025. The project aims at providing alternative livelihoods to selected Syrian refugees and host communities, particularly women and support recovery.
