Introduction

The Regional Communication and Public Information Officer is located in the Regional Communications Unit (RCOMM) of the Regional Office for Asia and the Pacific (RO-Asia and the Pacific).  RCOMM is responsible for strategizing, planning, coordinating and implementing communications for the Regional Office. It is also responsible for providing technical guidance and support for communications activities undertaken by development cooperation projects, Country Offices and other ILO staff in the region.  The Knowledge Management Unit (KMU) manages the regional library and publications procedures and provides related technical assistance to other offices and staff in the region. In addition, the KMU oversees the Regional Publications Committee, the ILO website in the region, and other internet-based information tools including the Communities of Practice and the Knowledge Sharing Platform (KSP).

 

The Regional Communication and Public Information Officer is responsible for working with senior  management in the region and the ILO Department of Communications and Public Information (DCOMM) at headquarters  in conceptualizing, planning, implementing and evaluating a regional strategy to support the ILO’s reputation and raise its visibility with the public and a number of target audiences in the Asia-Pacific region. Activities and responsibilities include; media relations, social media, advocacy, public information, publications, internal information systems and electronic knowledge management. The incumbent is responsible for outreach to Asian and Pacific media and media interested in Asia and the Pacific, handling press inquiries, serving as the primary regional contact for launching global ILO visibility campaigns, and coordinating country-level and regional efforts to implement the ILO's overall communications strategy. The incumbent is also responsible for working with other ILO staff in the region, notably but not exclusively national and project communications staff, to support their technical work and ensure consistency with global and regional priorities and messaging. The incumbent is also responsible for supporting the ILO's tripartite partners with information and advocacy initiatives, and for maintaining constructive relations with other United Nations agencies and partners. He/she undertakes communications-related responsibilities regarding major regional meetings.

 

The position reports to the Regional Director for Asia and the Pacific. Technical guidance and advice is provided by the Director of DCOMM.

Specific Duties
  1. Lead the work of the Regional Communications Unit (RCOMM) and the Knowledge Management Unit (KMU).  Create, implement and monitor the ILO regional communication strategy targeting key ILO audiences, including constituents, the general public, the media, development partners, other UN agencies and ILO staff in the region. Work in close collaboration with DCOMM to strengthen communication channels between headquarters and the region.
  2. Drive communication at the regional level by formulating and implementing plans and projects, including concurrently. Adapt DCOMM policies, plans and communications activities and products to suit local conditions, as required. Organize and coordinate the bi-annual Asia Pacific Communications Officers’ workshop.
  3. Manage the staff in the RCOMM and KMU units and ensure timely and effective use of the Performance Management Framework (PMF) and feedback mechanisms.
  4. Provide technical advice, guidance and training related to communications activities and issues to all ILO offices in the region. Coordinate the work of communication officers and focal points in offices and projects in the region. Act as the first point of contact for DCOMM and other headquarters departments on communications activities and issues.
  5. Act as Chief Editor of the regional newsletter, including overseeing strategy, commissioning, editing and production.
  6. Oversee the technical and editorial aspects of the ILO website in the region. Oversee the establishment, maintenance and use of regional communications databases, libraries and systems, including the photo library and video collection. Oversee and manage the use and development of social media channels and platforms in an appropriate manner
  7. Contribute to the internal communications of the Office and the region, including overseeing and developing appropriate tools as required.
  8. Oversee the regional publications policy and Regional Publications Committee, including providing advice and evaluating manuscripts for overall adherence to the ILO and regional publishing policies and systems.
  9. Work with headquarters on the most effective advocacy campaigns and communication for development opportunities, including identifying possible advocates and overseeing their activities. Support proactively regional, sub regional and country level fund-raising activities through effective advocacy strategies and activities.
  10. Represent the ILO at the Regional UN Communications Groups, and associated sub-groups.
  11. Perform other relevant duties as required.
Generic Duties

1. With responsibility for the communication, information and advocacy programmes of the Asia-Pacific region, identify public information needs and opportunities and develop communication/public information strategies.

2. Working with the Department of Communication at ILO headquarters in Geneva, identify the need for, prepare, and produce communication and information products such as press releases, press statements, contributions to audio/visual programmes, social media content, feature and opinion articles for the print media and other groups, and other materials aimed at promoting greater understanding and support for the organization.


3. Write, edit and revise material for distribution, ensuring conformance to approved information policies and standards as well as professional journalistic style, accuracy and objectivity.

4. Coordinate and ensure the dissemination of publications and promotional materials. Work with ILO offices in the region to tailor the Organization's global media initiatives, advocacy strategies and campaigns/events to local audiences and media markets in the region.

5. Establish and maintain effective working relationships and communication channels with mass media representatives, news services, editors, etc. to encourage accurate and favourable reporting of the organization's activities.

6. Organize media coverage and arrange for interviews and briefings. Respond to enquiries by the media or the public, organize seminars and make presentations to a variety of groups on the activities of the organization.

7. Provide technical advice to senior officials and/or public information staff in the field on the most effective public information and communication methods and approaches.

8. Administer the computerized needs of the department, prepare materials for and assume editorial control for contents of web-sites, and develop and maintain media and other contacts lists.

9. Act as spokesperson for the regional communication and information programme and the department at public information meetings, conferences and press briefings. Make presentations to various groups on the activities of the organization.

Required qualifications
Education

Advanced university degree in communications, journalism, international relations, liberal arts or other relevant discipline, or its equivalent.

Experience

Seven years of professional experience in public information or related fields of work, of which at least three years at the international level.

Languages

Excellent command of English. Working knowledge of a second official language (French, Spanish) of the Organization would be an advantage.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
