The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The Regional Information Technology (IT) Officer is located in the Regional Computer Unit in the ILO Regional Office for Asia and the Pacific (ROAP), Bangkok. The Regional Computer Unit provides IT support to all ILO field offices in the region, including TC project offices. The Regional IT Officer is responsible for the effective delivery of a comprehensive range of IT services in the Region, covering the areas of IT networks, data communication systems, computer information and knowledge systems and office automation activities in the Region. She/he ensures adherence to established IT policies, regulations and procedures. The Officer oversees all IT-related matters in the Region including technical support for the maintenance and development of the regional website and other online knowledge management systems. The position reports to the Chief of Regional Administrative Services (C/RAS ROAP) and receives technical guidance from the Information and Technology Management Department (INFOTEC) at headquarters on the implementation and ongoing support of Organization-wide systems.

Specific Duties

1.Oversee and provide professional technical support for the delivery and administration of all IT-related matters in the Region, including end user assistance, management of Active Directory (AD) objects, management of hardware and software, data organization and maintenance, LAN and WAN monitoring and support, ensuring adherence to established IT standards. 
2.Identify and assess regional IT requirements and priorities in consultation with INFOTEC and provide support to the supervisor with establishing the work plan for the unit.  Prepare related budgets for the supervisor’s approval and monitor and report on progress and other implementation issues. Supervise and guide the staff of the unit, setting clear work objectives and providing regular feedback and knowledge sharing.
3.Oversee the IT implementation of the Integrated Resource Information System (IRIS) and the Electronic Document Management System EDMS in the Region. Analyse and resolve issues that arise or escalate to the appropriate work unit. 
4.Ensure the provision of technical assistance and guidance to all offices and multi-project sites in the Region. Provide second level on-site or remote technical support for the resolution of major and complex IT issues.
5.Ensure the regular monitoring of IT systems deployed in all locations to ensure that they are compliant with applicable IT standards. Review and evaluate requests for a variety of ad-hoc development and local IT requirements from different offices and multi project sites, and determine appropriateness in consultation with INFOTEC.
6.Keep informed of and develop knowledge on IT policies, developments and best practices. Keep abreast of changes to applicable standards and share knowledge on and monitor correct application. Collaborate with headquarters on specific regional needs requiring adaptation of these standards. 
7.Analyse regional IT training needs and organize and develop related training courses for the Region’s IT focal points. Monitor the efficiency and effectiveness of work methods and processes and make recommendations for improvements. 
8.Provide IT support for the further development and maintenance of the regional website and other knowledge management information systems.
9.Provide support to office directors to procure local IT consultancy services as required. Ensure that requests for proposals (RfPs), including for Internet service providers, for each office are undertaken in a timely manner following established guidelines. Provide technical assistance for drafting terms of reference and evaluating offers.
10.Represent the work unit in interagency fora and meetings, prepare information notes on key issues and developments and follow up as required.
11.Perform other related duties, as required. 

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

1. Create, maintain, update, correct and improve complex solutions. Make recommendations on the acquisition of hardware and software required by the organization. Analyse and provide advice on the information needs of the organization.
2. Recommend standards and their adaptation in order to accommodate the evolution of technologies and the needs of users.
3. Plan, install, administer, maintain and provide user support for LAN and Internet connectivity for smooth operations and effective use of network and communications systems.
4. Resolve functional problems of networks within the organization and in the field. Diagnose user problems and take appropriate corrective action.
5. May lead small project teams consisting of support staff for the implementation of networking, desktop and server activities.
6. Design, write, test and document computer programs/scripts to meet the needs of users in the region, and revise existing programmes when needed. Ensure security measures are taken to protect confidentiality. Guide junior programmers as required.
7. Provide assistance to field offices in network-related matters.
8. Evaluate computer hardware and software products; establish their detailed usability and contribute to the preparation of requests for proposals.

Required qualifications

Education

Advanced university degree (Master’s degree or equivalent) in computer science or other related field. A first-level university degree (Bachelor’s or equivalent) in the afore-mentioned field, with an additional two years of relevant experience, in addition to the required five years of experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least five years of professional experience in the IT field, including experience with network operating systems and e-mail systems. A minimum of two years systems administration experience with recent versions of Microsoft Active Directory, Outlook, SCCM, MDT and Windows Server would be an advantage. Experience with ActiveSync devices such as Apple iPhone. Previous relevant experience in the ILO or another international organization would be an asset.

Languages

The working language at ROAP and the ILO offices in the region is English. The position of P3 Regional IT Officer therefore requires excellent command of English and a good knowledge of another working language (French, Spanish).

Competencies

In addition to the ILO core competencies, this position requires:


• Strong analysis, design and implementation knowledge of Microsoft Windows infrastructure, group policies, and Active Directory administration.
• Knowledge of SCCM deployment, administration and silent deployments using PowerShell / VB Script.
• Solid understanding of the following Microsoft technologies (Windows 10, Office 365, SCCM, Teams and Skype for Business).
• Ability to communicate effectively both orally and in writing.
• Ability to analyse user requirements and translate them into specific deliverables.
• Ability to communicate needs and to ensure that plans are in place and standards are adhered to.
• Ability to present and explain technical information in a way that establishes rapport and gains understanding.
• Willing and able to provide cover or work out of normal office hours if needed.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Fixed Term - This position is currently available on a temporary basis for 12 months due to the detachment of the incumbent to another position within the ILO. In the event that the present incumbent does not return to the position at that time, the person appointed pursuant to this recruitment process will be offered the job as a career position. If applicable they will then be placed on probation in accordance with article 5.1 of the Staff Regulations and time spent in the job under the initial 12 month temporary fixed-term contract may subsequently be taken into consideration for the purposes of credit towards probation in accordance with article 5.3 of the Staff Regulations
