Introduction

The project “Strengthening Transport Policies and Workforce Development for a Just Transition to Electric Mobility in Bangkok” supports the Bangkok Metropolitan Administration (BMA) in embedding Just Transition principles into electric mobility (e-mobility) strategies. It aims to ensure that Bangkok’s shift to EV technologies reduces emissions while promoting inclusive socio-economic development, gender-responsive workforce strategies, and equitable access to emerging green jobs. The initiative, funded by the Thailand-UK PACT Country Fund and implemented jointly with ESCAP, delivers impact analyses on workforce transitions, EV-related skills development programmes, youth innovation activities, and policy tools that integrate gender and social inclusion. Its overall objective is to strengthen transport policies and workforce readiness so that Bangkok can manage technological disruption while safeguarding workers, enhancing institutional coordination, and ensuring no groups are left behind. 

In parallel, under the PAGE Thailand initiative, the ILO has been leading the design and roll-out of the Just Transition Assessment Model (JTAM) with Thai policymakers, UN agencies, employers and workers’ organizations. This work supports national institutions in analysing sectoral transition risks and opportunities, identifying gaps in green and digital skills, assessing labour-market impacts of climate and industrial change, and developing policy packages that align with Thailand’s BCG strategy. The integration of JTAM into national policy processes ensures that the EV transition work in Bangkok is connected to broader national planning, green economy reforms, and social dialogue mechanisms.

The position is established to manage and coordinate all activities under the UK-PACT electric mobility project, IKI-JET and the PAGE programme in Thailand, while also responding to additional requests from constituents on Just Transition, skills development, and institutional strengthening. The role ensures the coherent implementation of project activities, alignment with ILO’s Just Transition framework, smooth collaboration with government and UN partners, and effective delivery of analytical, policy, and capacity-building outputs.

The National Project Coordinator will facilitate the timely implementation, monitoring, and evaluation of all project activities, ensuring full compliance with ILO policies, rules, regulations, and the approved work plan, while providing both technical and administrative oversight to the project team. The role will also support programme development by contributing to project proposals, national strategy documents, progress reviews, and budget planning, as well as monitoring the progress of ILO initiatives through the analysis of workplans, reports, and related documentation for clarity, consistency, and completeness. In addition, the Project Coordinator will proactively identify challenges, propose solutions, and follow up with headquarters, regional offices, implementing agencies, government counterparts, employers’ and workers’ organizations, and other partners to expedite implementation, overcome bottlenecks, and ensure the timely achievement of all targets and deliverables.

The National Project Coordinator will report directly to the Deputy Director of the ILO Decent Work Team–Bangkok (DWT-Bangkok) and receive technical guidance from  the Senior Specialist on Environment and Decent Work at the ILO Decent Work Team–Bangkok (DWT-Bangkok), who will provide overall supervisory and managerial oversight. Technical guidance will also be provided by relevant specialists at the Regional Office and Headquarters (AP/JT), depending on the thematic area.  The National Project Coordinator will also work in close coordination with Senior Programme Officer for Thailand and Lao People’s Democratic Republic of the ILO Country Office for Thailand, Cambodia and Lao People’s Democratic Republic (CO-Bangkok) and other National Project Coordinators of development cooperation projects operating in CO-Bangkok. 

Description of Duties

  1. Facilitate the project timely implementation, monitoring and evaluation through management functions, in line with the ILO policy, rules and regulations and according to the final project document and work plan. Responsible for the effective administrative management of the project, including guidance and supervision of the personnel assigned to the project.
  2. Contribute proposals for project development and serve as national project advisor to the Sr Specialist on Environment and Decent Work and draft project proposals for fund raising in this thematic area, project reports and evaluation. Monitor progress of the project and its activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
  3. Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
  4. Provide or ensure access to information and policy advice to the government and the social partners on issues related to Just Transition.
  5. Organize training programmes and awareness raising activities to improve understanding on Just Transition.
  6. Maintain close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the project and in general related to JT.
  7. Represent the project in various fora, under the guidance of the Sr Specialist on Environment and Decent Work and the ILO CO Director.
  8. Develop and maintain strong links with ILO specialists within the ILO Decent Work Team in Bangkok, other colleagues in the field and the Action Programme on Just Transition on specific technical areas requiring comprehensive and collaborative interventions.
  9. Prepare required technical progress reports and ad hoc reports on the status of projects on Just Transition in Thailand for submission to the ILO and the donor.
  10. Ensure high-level communications to increase project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team and ESCAP, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects. 
  11. Other related duties as assigned.

Required qualifications

Education

A first-level university degree in economics, social sciences, law, political science, or a related field, with strong knowledge of development issues. Postgraduate degree would be an advantage. 

Experience

At least three years of relevant professional experience in project management, supervision, consultancy services, and administration, including meeting deadlines, achieving targets, and ensuring the timely preparation and submission of reports to donors. Proven experience engaging with external partners and stakeholders, including government institutions, non-governmental organizations, international organizations, and other relevant actors. 

 

Technical requirements: Strong understanding of labour market dynamics and their linkages with environmental sustainability, the transition to a green economy, economic development, poverty reduction, and social policies. Familiarity with policymaking processes is essential. Experience working on thematic areas within the ILO’s mandate, and proven experience in just transition, circular economy, and/or green jobs in the context of Thailand.

Languages

Excellent command of Thai and good working knowledge of English.
