Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The MSD Coordinator- Sales and Export promotion focus will be a core team member of the ILO’s Tasree’ (تسريع) project, implemented under the PROSPECTS Partnership and funded by the Government of the Netherlands. Tasree’ aims to strengthen inclusive market systems in Jordan to create sustainable and decent employment opportunities for Syrian refugees and vulnerable Jordanians, with a particular focus on women and youth. The project builds on the ILO’s market systems facilitation experience to enhance competitiveness, expand market access, and foster inclusive growth in the agro-food and food processing sectors—key areas for Jordan’s economic modernisation and just transition. A central objective of the project is to ensure that refugees are meaningfully included within these economic systems, by supporting enterprises and value chains that integrate Syrian workers and entrepreneurs into formal and sustainable livelihoods, aligned with national priorities.

 

The project does not directly deliver training or services to individuals; instead, it works “a level up”—identifying constraints and opportunities within selected sectors and value chains, partnering with market actors such as businesses, cooperatives, service providers, and associations to co-design and test interventions that address root causes of market dysfunction. This approach ensures that solutions are owned by market actors, embedded within normal business practice, and scalable beyond the life of the project.

 

The MSD Coordinator’s role is central to this facilitation model. They will lead the design and management of pilot interventions that incentivize enterprises and other market actors to:

  • Diversify and increase exports, moving beyond traditional markets (e.g., to GCC, EU, and USA).
  • Expand B2B/B2C sales by supporting mid-tier firms to establish branded retail outlets, shorten the supply chain, and capture higher margins.
  • Increase capacity to meet high-volume export and domestic orders.

 

This role requires a strong ability to translate market evidence into practical partnerships, engage businesses in co-creating sustainable sales and marketing solutions, and focus on how the system can work better for vulnerable groups at scale. The ideal candidate will bring a strong understanding of private sector sales, marketing, and export/trade dynamics in Jordan, with a genuine interest in systems thinking and adaptive work to unlock practical, sustainable change.

 

Reporting lines

 

The MSD Coordinator- sales and export promotion focus will report directly to the Technical Officer, Inclusive Market Systems Development, based in Amman. The National Coordinator will also receive ongoing technical guidance and backstopping from the Enterprise Development Specialist for the Arab States, as well as from the Entrepreneurship and Inclusive Markets team at ILO Headquarters.

 

The role will require close coordination with other ILO project staff, national and regional ILO colleagues, implementing partners, and external consultants to ensure that all market systems interventions are coherent, technically robust, and aligned with the ILO’s global standards and approaches for inclusive market systems development.

Description of Duties

The MSD Coordinator- sales and export promotion focus will play a central role in ensuring that Tasree’s activities across the Food and Chemicals sectors are market-led, focused on increasing revenue, and gender-transformative. In close coordination with the Technical Officer and technical advisors, the MSD Coordinator will:

 

  1. Conduct ongoing research to generate market intelligence on new export destinations (e.g., GCC, EU, USA) and viable domestic B2C/B2B channels for firms in the Food and Chemicals sectors.
  2. Develop and maintain strong working relationships with key private sector actors, including exporters, trade associations, sales and marketing firms, buyers, and logistics/trade service providers, etc.
  3. Lead the co-creation of pilot intervention ideas with partners, specifically focused on Export Diversification, Branded Retail Expansion, and Infrastructure Upgrades. Ensure interventions are commercially viable and address systemic constraints to market access and profitability.
  4. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets
  5. Coordinate and monitor the roll-out and day-to-day management of sales and market access pilots in close collaboration with partners, service providers, and consultants, ensuring that pilots demonstrate clear pathways for sustainability and crowding-in. Continuously track progress, flag risks, and propose adaptations as needed.
  6. Identify and broker strategic partnerships with international buyers, distributors, and logistics firms to facilitate market entry and export opportunities for supported SMEs.
  7. Work with MEL experts to design and apply robust monitoring systems for each pilot, including results chains and indicators clearly aligned with the project’s Theory of Change, focusing on sales volume, new market penetration, and revenue growth.
  8. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings Contribute to regular internal reflection meetings and learning sessions.
  9. Draft and contribute to the preparation of learning briefs, case studies, and policy discussion papers based on pilot experiences, particularly documenting successful market access and sales models.
  10. Undertake other related tasks as assigned by the Technical Officer to support the successful delivery of the Tasree’ project and the ILO’s broader market systems development portfolio.

Required qualifications

Education

First-level university degree in Business Administration, Marketing, International Trade, Economics, or a related field. Additional training in Sales Management, Export Promotion, or Market Systems Development (MSD) is highly desirable.

Experience

At least one year of professional experience in export, sales, marketing, trade facilitation, or private sector partnerships. Proven experience working directly with businesses to improve their market access or sales performance.

Experience in the Food or Chemicals sectors is a strong asset.

Technical requirements: Strong technical knowledge of sales channels, export procedures, marketing strategies, and local enterprise challenges in Jordan is essential. Familiarity with monitoring frameworks that track business performance metrics (sales, revenue, profit) is required.

Languages

Excellent knowledge of English and Arabic are required.
